- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B21Q0221 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07. The associated NAICS code is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees and the PSC code is 6630. The Department of Agriculture (ARS) has the need for the following products: 001) Tissue Homogenizer and Cooling Unit Scope of Work: The USDA-ARS Cell Wall Biology & Utilization Research Unit (CWBURU) in Madison, WI is requesting quotes for a tissue homogenizer (24-sample processing capable of using�5 tube sizes: 0.3, 0.5, 2, 7 and 15 ml) and cooling unit. Background: Several research programs here at Dairy Forage Research Center are presently or evolving to perform more sophisticated next generation sequencing projects. Due to the objectives of our CRIS project plans, our research projects include cattle genomics and transcriptomics studies using high quality RNA and DNA samples. Additionally, our research programs currently cover a wide range of tissue types and organisms and the spectrum of tissue type is rapidly expanding. These include cattle tissue specific RNA sequencing, rumen microbial community sequencing and comparative genomics, forage crop transcriptomics and genomics analysis at population level, and the interaction between host and rumen microbial community using single cell sequencing. To fulfill the research needs, we will need a reliable tissue homogenizer that can facilitate the high-quality extraction of RNA and DNA from a wide range of sample types. We plan to purchase a tissue homogenizer with a 24-sample (2 mL) processing capability and the flexibility to handle multiple other tube types (0.3ml, 0.5ml, 2ml, 7ml, 15 ml and metal tubes) for different types of samples in the future. For RNA extraction, we will need to keep the sample at cool temperature throughout the entire process. For this purpose, we will also need a separate cooling unit. Technical Requirements: The instrument should include the homogenizer that is capable to process up to 24 samples in 2 mL tubes at the same time and a cooling unit that ensures the processing environment is maintained at cool temperature before, during and after the sample processing. The detailed description of the task is listed below. The instrument must have the following features: Efficient cooling before, during and after the sample homogenization Adjustable cooling flow rate. Cooling is powered by dry ice The cooling unit is capable of real time temperature monitoring The instrument is equipped with preset programs for hard and soft tissue processing The instrument uses 3-D motion (multi-directional movement) of the tubes to ensure equal� homogenization while limiting heat generation The flexibility to adapt to the capability of� handling 5 sizes of tubes: 0.3, 0.5, 2, 7 and 15 ml The flexibility to adapt to the capability of processing samples from 8 to 96 wells with the volume of 300 ul The flexibility to adapt to the capability of processing samples from 1 to 24 tubes with the volume of 0.5ml/2ml The flexibility to adapt to the capability of processing samples from 1 to 12 tubes, with the volume of 7 ml The flexibility to adapt to the capability of processing samples from 1 to 6 tubes, with the volume of 15ml The flexibility to adapt to the capability of processing samples from 1 to 6 metal tubes The speed range is from 4,500 to 10,000 rpm, with increment of 100 rpm and up to 10 cycles The instrument is equipped with automatic locking vacuum system to prevent sample spill. The cycle duration is from 5 to 90 seconds in increments of 1 second. Adjustable waiting time between 2 cycles in the range of 5 to 120 seconds in increments of 1 second. The acceleration time is less than 4 seconds. Efficient user interface is facilitated by a keypad with buttons that controls the time and speed; and allows user to save custom protocols At least one year of warranty is included. Data Rights: Any log data on the instrument belongs to the government and cannot be distributed with government permission. Contractor�s Key Personnel: The key personnel for contractor include the delivery staff and quality control staff that ensures the instrument arrives with factory quality. Travel: Delivery cost should be included in the quote. Evaluation Factors:� Lowest price, technically acceptable. The government intends to award a firm-fixed price award based on the lowest price technically acceptable product. The lowest priced product will be evaluated first; if not found acceptable, the next lowest priced product will be evaluated, and so on until an acceptable product is identified. The government will not review higher priced products if the lowest priced product is determined to be technically acceptable. For a vendor�s products to be considered technically acceptable, they must meet all of the technical requirements identified in the solicitation. Key Deliverables: Tissue Homogenizer (24-sample processing capable of using 5 tube sizes: 0.3, 0.5, 2, 7 and 15 ml) Cooling Unit Delivery Delivery: The instrument should be delivered to the USDA-ARS CWBURU located at 1925 Linden Dr. Madison, WI 53706 by or before October 30th, 2021. Government will review the instrument upon time of delivery. It is open Monday-Friday, from 8-4PM. The vendor shall provide all items F.O.B: destination. Location of the Government site is aboard USDA-ARS Madison, WI and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Submitting a Quote: To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register.�Vendor must also include their DUNS# on their quote. Also, to be eligible, all vendors must be NDAA 889 Certified. If they do not currently have a NDAA 889 Certification, then they must complete the attached NDAA 889 Certification form and submit it to aaron.dimeo@usda.gov so that they can be added to the list of NDAA 889 Certified vendors. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting contract. � Offerors responding to this announcement shall submit their quote on�SF 1449�(see attached). The quote should include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Only electronic submissions will be accepted. Please email all quotes in writing on the SF 1449 to�aaron.dimeo@usda.gov by no later than�Monday, September 27, 2021 at 5:00 PM�Central Standard Time.
