Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is TRADOCUSSCCJW0005 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210 with a small business size standard of $38.50M. This requirement is a Small Business Set-Aside and only qualified sellers may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted, and, unless otherwise displayed at www.UnisonMarketplace.com, will end on: 2021-09-20 16:00:00.0 Eastern Time. This time supersedes the Offers Due Time listed above. FOB Destination shall be in the Place of Performance. The MICC End User requires the following items, Brand Name or Equal, to the following: LI 001: Requested Specification: Requested Specification: 1200 Brand Name or Equal to Unmanned Safety Institute, Inc. Online Curriculum, Digital textbooks ISBN 978-0-9987295-1-0,workbooks ISBN 978-0-99872954-1, and test codes for online testing and certifications. The Contractor shall provide an online, self-paced interactive learning program that provides students core knowledge and practical skills in drone regulations and operations. The curriculum must include training modules and labs in the following areas: (1) Instruction to prepare students to take and pass the FAR Part 107 exam. -FAA rules and regulations pertaining to commercial drone operation -FAR Part 107 Study Guide (2) Instruction on Visual Line of Sight (VLOS) Operations -FAA rules and regulations pertaining to VLOS and Section 107.31 (3) Instruction on the Unmanned System Safety Course -Safety considerations for general drone operation -Safety aspects for common drone models (4) sUAS Operation Course -Operational techniques and drone handling procedures (5) sUAS Safety Ground School. -Safe operation of drones -National airspace rules and regulations (6) Digital textbooks and workbooks for participating students. -Unmanned Aerial Systems (UAS) technologies, platforms and systems -Origins and development of unmanned aviation -Commercial and government application of small UAS technology -Concepts and theories associated with remote sensing -Categories of UAS control stations and methods of UAS control -Data link configurations (7) Tie-in with simulation skill and certification training -Use of data link software -Systems and flight time tracking (8) The curriculum will result in the following certifications. -sUAS Safety Certification Level 1 -sUAS Safety Certification Level 2 -Visual Line of Sight System Operations - VSO Ground -VSO Flight ALL Delivery shall occur Monday-Friday, no weekend or holiday deliveries. Online curriuclum delivered virtually or in person. Curriculum includes: 1) Part 107 Prep Curriculum for preparing learners for 14 CFR Part 107 Unmanned Aircraft General exam. 2) Train the trainer industry certifications for instructors to quickly bring up to speed on remotely piloted industry. Instructor training includes necessary digital content from ISBN 978-0-9987295-1-0 and workbooks ISBN 978-0-99872954-1. Instructors will receive digital Credly industry certification badges upon successful completion of certification exam. 3) Digital badging through Credly provides students with a virtual, sharable badge for sUAS Safety Ground School (Part 107 Prep Course). 4) Zephyr Simulation is utilized to evaluate instructor's proficiency on the controls for liability purposes. This can be done completely remote. Students will utilize zephyr simulation to build psychomotor skills related to drone operations and to build flight curriculum beyond Part 107 and properly teach students to fly drones in the classroom. Industry certification exam costs and preparatory curriculum online are for instructors only for professional development and delivery of Part 107 content to students, 1200, EA; LI 002: Requested Specification: Requested Specification: 1200 Brand Name or Equal to Zypher drone simulation software licenses / Learning Management System. The Contractor shall provide drone flight simulation software (Personal Computer (PC) or Medium Access Control (MAC)), one license per student, which provides the following: (1) Learning Management System for each student. -Teacher can assign modules for the students to complete -Teachers can monitor student progress (2) Visual Observer -Teachers can monitor student flights while in progress (3) Objective data collection and reporting -Teachers can receive a report after each training module -Teachers can review reports on-line (4) Ability to adjust difficulty levels. -Basic level for new drone pilots. -Teacher can scale the difficulty level as the students gain experience and skill (5) sUAS Safety Ground School. -Safe operation of drones -National airspace rules and regulations (6) Multiple controller support. -The simulator will work with multiple types of commercially available controllers (7) Weather variations. -Can be adjusted for wind or no wind (8) Multiple drone models. -Simulates various commercially available drone models -Software updates to add new drone models as necessary (9) Effective feedback. -Provides immediate feedback so students can adjust flying habits accordingly ALL EQUIPMENT FULFILLMENT AND SHIPMENT TO FINAL DESZephyr Drone Simulator Description: The Zephyr Drone Simulator is the only drone simulator on the market that offers the learning management system with the training software. It includes over 30 training modules and 14 drone models. (1)Zephyr is compatible on both PC and MacOS. Licenses provide access to the LMS, the teach is able to assign modules to students (2) Reports are tracking so flight data can be reviewed after the fact. Users can also use meeting software such as Zoom to screenshare during flights, or look over their shoulder if in person training occuring (3)Data on each flight is collected including flight times, scores, and flight metrics such as speed and altitude, these are all stored for later viewing on the LMS. (4)While each module's difficulty cannot be adjusted, there are modules that span many levels of difficulty in the simulator. Modules can be selected based on skill/ experience level to fit the training needs of each student. This can be done by assigning modules as well. (5) Zephyr's modules help grow meaningful flight skills and when paired with the USI curriculum lead to the safe training and operation of drones. It does include FAA restrictions for line of sight and altitude as part of the training. (6) Zephyr supports multiple controllers such as gamepads and OpenTX transmitters, but we strongly recommend the FS-i6S option (line item, 1200, EA; LI 003: Requested Specification: Requested Specification: 1200 Brand Name or Equal to Vista Data Collection Software. The Contractor shall provide data collection software (Personal Computer (PC) or Medium Access Control (MAC)) that interacts with the drone flight simulation software which provides the following: (1) Equipment and aircraft tracking and maintenance. -Track drone type for flight simulation (2) Student drone simulation flight-hour tracking. -Interact with drone flight simulation software to track student flight-hours (3) Safety Risk Management. -Students can manage risk for simulated drone flights (4) Administrative oversight, insight, and reporting -Creates reports for teach and student use on drone flight information ALL EQUIPMENT FULFILLMENT AND SHIPMENT TO FINAL DESTINATION UNDER THIS CONTRACT SHALL OCCUR Monday-Friday, no weekend or holiday deliveries. Seller Line Item Details: Manufacturer: Drone Logbook Part Number: VISTA-EDU Description: VISTA� is an annual subscription program fpr compliance management tools to track both maintenance and remote pilot proficiency. The software is desktop based and can: 1) Track program wide performance (flight time, number of aircraft, simulation hours, etc) 2) Logs telemetry from Zephyr simulation for every student automatically 3) Logs all equipment telemetry for tracking maintenance and status program wide 4) Creates exportable pdf pilot portfolio for every student to provide backup data for resum, 1200, EA; Solicitation and Buy Attachments ***Question Submission: Interested Offerers must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction.
