THIS IS A SOURCES SOUGHT/ REQUEST FOR INFORMATION (RFI) ONLY: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. The National Aeronautics and Space Administration (NASA)/Information Technology Procurement Office (ITPO) is hereby soliciting information from potential sources for enterprise Information Technology (IT) Applications and Platform Services across the NASA enterprise. NASA ITPO is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Serving Institutions (MSI), for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for this acquisition.� The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service-Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received. NASA Consolidated Applications and Platform Services (NCAPS) NASA is issuing this RFI as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for application and platform services operating under the Office of the Chief Information Officer (OCIO). This acquisition will be a follow-on procurement to the current Enterprise Applications Service Technologies (EAST 2), Contract number NNX16MB01C. The results of this market research will contribute to determining the type and method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541512, Computer Systems Design Services; under this NAICS code a business is considered small if its annual revenue is less than $30.0M. Background Information The OCIO�s Application Division provides services to design, develop, operate, maintain, and enhance key business and mission-supporting platforms, applications and infrastructure used across the Agency.� The primary purpose of the EAST 2 contract is to provide all services necessary to operate the NASA Agency Applications Office, Web Services Office, Marshall Space Flight Center (MSFC) and Langley Research Center (LaRC) specific application development and delivery services, platform development and support services, enterprise automation services (including: SAP, Salesforce, ServiceNow, O365, SharePoint, DevSecOps, etc.), enterprise data platform services (including: Artificial Intelligence / Machine Learning / Robotic Process Automation / Chat Bots) and to optionally incorporate other NASA Center-specific business enabling applications, websites, and mobile apps. Currently each Center CIO organization provides application delivery services to the Center through center local support contracts, except for MSFC and�LaRC who are currently leveraging the existing EAST 2 contract.�� NCAPS Scope In support of NASA�s One NASA enterprise model, and the CIO organizational transformation, this contract will be critical in consolidating the scope of NASA's CIO application and platform services at NASA Centers, IT Programs, and the NASA Shared Services Center (NSSC). The proposed contract has the potential to consolidate the application and platform services requirements from several existing contract vehicles. The NCAPS acquisition will support the OCIO Application Division transformation into the Application and Platform Service (APS) Line with Agile based service delivery and IT Infrastructure Library (ITIL) based service management practices. The nature of APS and implementation model requires extensive collaboration and integration which is vital to the planning, design, and development of mission-related capabilities and technology in the future.�� As NASA focuses its attention on the successful accomplishment of its core mission objectives, it is imperative that all applications and platforms operate securely, reliably and efficiently with standardization, transparency, and interoperability. It is critical that application and platform and development processes incorporate a customer-centric approach to support services. In addition, it is imperative that application and platform services �as supporting functions�are offered to the Agency through lean, scalable, and agile practices at the best possible value, while also conforming to federal and agency policies and requirements. Engagement and coordination with the Agency IT Project Management Office (ITPMO) and governing bodies (ECCB, etc.) will be required based on the size and scope of the work in accordance with NASA NPD 7120.� The contract scope includes products and services related to business enabling applications and platforms. This contract will be required for general IT, customer support, information management services, and integration of the currently decentralized support contracts from across NASA's centers to one centralized source of support. Major activities include: Operations, maintenance, enhancement and end-user support for Center and Agency applications, mobile apps, websites, and information systems including: Requirement development and management Design, configuration, and development Integration Functional testing Change management Platform applications support services (currently includes: SAP, Salesforce, ServiceNow, O365, SharePoint, DevSecOps, etc.) Application and platform compliance with government information security management policies and procedures including, for example, Federal Information Security Management Act (FISMA), National Institute of Standards and Technology (NIST), and NASA specific policies IT systems engineering, modernization, management, and operations support services Information and data analytics services, including data science, big data and advanced analytics, artificial intelligence, machine learning methods and practices Digital Transformation automation support services (Artificial Intelligence / Machine Learning / Robotic Process Automation / Chat Bots) and emerging technologies Expertise in Agile and scaling agile (i.e., Scaled Agile Framework (SAFe) for Lean Enterprises) frameworks Full-system life cycle and process execution support for new and existing application capabilities Continuing review of NASA's legacy applications, for recommendation to deprecate, upgrade, replace, or rationalization/consolidation for efficiency, cost, and modernization Facilitation of service integration among existing local and Agency contracts Relationship management between contractor, OCIO service lines, customers, and other stakeholders Support, develop and maintain enterprise IT governance, policies, and processes Purchasing, renewal and tracking software licensing and maintenance Brokering of cloud services (i.e., Amazon Web Services, Microsoft Azure) including platform as a service (PaaS) to NASA customers for development and maintenance of cloud-based applications Integration services, including integration architecture, service-oriented architecture, web services, and technical integration support. Quality management, including plan quality, quality assurance, and quality control. The Government has not yet determined if it will pursue acquisition of commercial items/services using FAR Part 12, or if it will pursue non-commercial items/services. One intent of this RFI is to seek industry feedback, with a Governmental objective to use commercial acquisition procedures to the maximum extent practicable, but a hybrid approach if necessary. Key procurement strategy decisions regarding contract type, period of performance, performance standards, pricing model, incentives and evaluation criteria for the follow-on procurement have not been made by the Agency and interested firms are cautioned that they may differ significantly from the terms and conditions of NASA Contract NNX16MB01C (EAST 2). Capability Statements and Additional Comments The historical Performance Work Statement (PWS)/Statements of Work (SOWs) are attached to this RFI. These attachments include PWSs for the current enterprise IT contract and task orders. Responsible sources are encouraged to submit a capability statement of their interest in this acquisition. Failing to submit a capability statement will not preclude vendors from submitting offers to the formal solicitation. However, responses to the questions stated in this RFI will be used by the Government to help determine elements of its procurement strategy and contract terms.� Interested sources should provide responses to the following: Provide a description of your firm�s experience with providing support services to a Federal government agency at multiple locations across the United States. Provide a description of your firm�s experience with providing the support services specified above utilizing a shared services business model. Provide comments or concerns on the NAICS code under consideration for the follow-on procurement. � Based on the need for this contract and this work to support the Agency (all centers) does industry have a recommendation on contract type? Provide a brief explanation of your recommendation. If services were primarily firm fixed price, what would be your recommendation for structuring delivery of those services? What types of services broadly described by this RFI would you recommend not be firm fixed price and why? Please describe any existing and/or previous contracts where you have supported Agile on a large scale and more specifically SAFe for Lean Enterprises. What experience do you have integrating IT Infrastructure Library (ITIL) service management and SAFe operating frameworks? If Operations and Maintenance (O&M) efforts were fixed price services, how would you provide flexibility for the government to realize cost savings as the application portfolio changes over time through rationalization and modernization activities? For the services described, what performance metrics, including Agile flow-based metrics, would you recommend for ensuring delivery of services to the Government?� Examples, include business value, cost performance, etc. How would you organize and effectively execute the program management function to provide coordination, oversight and alignment across the full enterprise scope of this contract? Given the wide variety of applications and systems across NASA, what information in addition to OS, Database Management System (DBMS), application counts and names, language, and custom or COTS/GOTS will be helpful for industry to get a good picture of the work required to maintain applications and systems? Are there additional services you would recommend including that would assist in providing the application and platforms services described? Provide any other recommendations that would facilitate a successful execution of this proposed requirement. Additionally, in support of the Executive Order (EO) 13985, Advancing Racial Equity and Support for Underserved Communities Through the Federal Government, NASA is seeking to advance equity or remove barriers for members of underserved communities related to this requirement. As defined in the EO, Underserved Communities refers to populations sharing a particular characteristic, as well as geographic communities, that have been systematically denied a full opportunity to participate in aspects of economic, social, and civic life, as exemplified by the list in the following definition of ""equity."" Equity means the consistent and systematic fair, just, and impartial treatment of all individuals, including individuals who belong to underserved communities that have been denied such treatment, such as Black, Latino, and Indigenous and Native American persons, Asian Americans and Pacific Islanders and other persons of color; members of religious minorities; lesbian, gay, bisexual, transgender, and queer (LGBTQ+) persons; persons with disabilities; persons who live in rural areas; and persons otherwise adversely affected by persistent poverty or inequality. NASA seeks input in the following areas: What recommendations would you make to enhance diversity and inclusion? What should be considered to encourage full participation and contribution of organizations and individuals (e.g., outreach efforts and innovative partnerships) in performance of this requirement? Submission of Responses RFI Responses should be submitted with Attachment 1: NCAPS RFI Contractor Response Cover Letter with reference RFI number 80TECH21RFI0008.� Responses should not exceed 8 pages and should address the questions in the Capability Statement and Additional Comments section as described above. Responses should be provided in Microsoft (MS) Word and be single spaced utilizing Times New Roman 12-point font.� Completed Attachment 1 is excluded from the 8-page limitation. However, this attachment should be submitted in the format it was provided in. All responses shall be submitted via e-mail to the Contracting Officer, Learon Comeaux (email address: learon.j.comeaux@nasa.gov) and James Bailey (email address: james.bailey-1@nasa.gov) no later than 2:00pm CDT on Friday, October 8th 2021. This Sources Sought/RFI is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. The PWS information listed below is for reference only.� No action is required.
