- Description
- U.S. Immigration and Customs Enforcement (ICE) has a continuing need to contract for services to provide unarmed custody and security officers to provide guard/security services at the Migrant Operations Center (MOC) at the Naval Station Guantanamo Bay (NSGB), Cuba. Contractor support is required to assist the Department of State (DOS) and Department of Homeland Security (DHS) in meeting their responsibilities for the safety, security and care of protected and non-protected migrants at NSG under Executive Order 13276. The facility has a capacity of 120 people and will have an estimated daily population of 20 people, however the service provider shall be responsible to maintain on site the necessary equipment to erect temporary housing facilities for populations that exceed 120 and up to 400 migrants in a surge event. This equipment includes tents and cots, and the contractor must be able to have these assembled and ready with little notice. In addition, the service provider must maintain a roster of at least 50 individuals who meet the minimum requirements of the unarmed custody officer job classification and have a viable contingency plan to deploy these individuals within 24 hours of notification. At least 10% of the augmented personnel must be fluent in Spanish and Haitian Creole. Air transportation to/from the facility is the sole responsibility of the service provider. The service provider shall be responsible to maintain on site the necessary equipment to erect temporary housing facilities for populations that exceed 120 and up to 400 migrants in a surge event. All prospective contractors shall provide a brief capabilities statement electronically to the Contracting Officer, Corey Soileau, at Corey.Soileau@ice.dhs.gov no later than the date and time specified in this announcement. A solicitation for this requirement will be posted to the Government Point of Entry (GPE) after review of responses to this request. The tentative target solicitation positing date is December 15, 2021.
