- SUMMARY: The Government is requesting an offer to lease a minimum of 900 net usable to a maximum of 1020 gross square feet (gross square feet to include any common area factor) for a period of five years with 30-day termination rights for the Government subsequent to the first year. The lease shall be subject to the availability of annually appropriated funds as stated in the sample lease for. The desired occupancy date is IMMEDIATE. DELINEATED AREA: Retail/Mixed Use space within the following geographical location: ����������� Within Zip Code:������� 74601 � � � � � � Northern Limit:���������� Donald Ave ����������� Southern Limit:���������� Business area on East side of Highway 77 ����������� Eastern Limit:������������ East Hartford Ave ����������� Western Limit:����������� Business area on West side of Highway 77 *Spaces offering both primary and secondary points of ingress/egress - REQUIRED Armed Forces Recruiting Facilities are to be located in defined geographical areas that contain businesses and other establishments that are of a compatible nature.� Under no circumstances are these facilities to be located in areas where sexually-oriented businesses, bars, etc. exist. Placement near these establishments can hamper overall production of the office or cause concern for the safety of the personnel stationed there. The military services shall have the right to use space beyond normal working hours and, if required, on Saturdays, Sundays, and Federal holidays.� This includes the use of elevators, lights, toilet facilities, and, if necessary, heating and air conditioning. GENERAL REQUIREMENTS: The offer to lease should include the following: Itemized rental proposal worksheet.� A flat rental rate for the entire five-year term is requested. Statement indicating whether or not the property is in a 100-year flood plain. If the offer includes a lump sum Government contribution to the finish-out of the space, the offeror should provide a bid for the completion of the work (3 comparison bids preferred). An estimate of the number of calendar days to complete the finish-out of the space after award of the lease. Proof of ownership with legal description of the property. The offer must be inclusive of the following: Interior and exterior maintenance (including plumbing, electrical fixtures, HVAC maintenance, signage maintenance, door locks, fire extinguisher maintenance, and other minor repairs) in accordance with the General Clauses (6/26).� Tenant improvements in accordance with our Construction Specifications�and the proposed floor plan. All real estate taxes and insurance premiums with respect to the leased premises. Common area maintenance. Water, sewer, and trash removal services. Electrical service. Natural gas service (if applicable). Janitorial services on at least a 2-day-per-week basis in accordance with the enclosed requirements. 6 parking spaces for Government vehicles. Fascia sign over space and placement on pylon sign, if available.� Specifications for signage can be found in our Construction Specifications. The Government requests the Lessor pay in full, or in part, the cost of improvements, alterations, or other finish-out.� The Government will pay any remaining balance as a one-time, lump sum figure following completion of work and acceptance of the space. If the offer does include a one-time lump sum contribution, Offerors should obtain bid from qualified contractors and an itemized list of finish-out charges.� � Offeror is requested to waive restoration of tenant improvements installed under the terms of the lease. Offeror must complete GSA Form 3518, Representations and Certifications. �The Offeror must obtain a Data Universal Numbering System (DUNS) number obtained from Dun and Bradstreet and also must be registered in the SYSTEM FOR AWARD MANAGEMENT (SAM) at the of lease execution. To remain active, Offeror/Lessor is required to renew registration annually.�� All payments made by the Government must be made by electronic funds transfer (EFT) into an account of the Lessor�s choosing as designated in SAM account. As required by Army Regulation AR 200-2, the Government must obtain information concerning the past use of the lease site.� The Preliminary Assessment Screening form is provided to help you assist us on this issue. During the term of the lease, the Services may require tenant improvements to their leased space. The Government requests the Lessor pay in full, or in part, the cost of improvements. Only representatives of the Corps of Engineers have the authority to request alterations or improvements to the leased space. Whether the Lessor agrees to pay for the improvements or not, a supplemental agreement (SA) will be prepared by the Realty Specialist. The Realty Specialist will provide the construction specifications for the improvements and will ask the Lessor to obtain up to three (3) bids for the Realty Specialist to review. Adequately lighted parking spaces must be available 24 hours per day, 7 days per week.� Paragraph B9 of this solicitation shows the number of Government-owned vehicles (GOV) assigned to this facility. GOVs will remain overnight at the leased premises. While the lease cannot specify the number of parking spaces for privately-owned vehicles (POV), it should be noted that the personnel who will work at this facility will drive their POVs to work and will use the GOVs during the course of their duties and will leave their POVs at the facility. There should also be adequate parking for potential recruits and visitors to the facility. The number of personnel at this facility is 3. Prior to the final acceptance and execution of the lease by the Government, in accordance either the Realty Specialist or a Government-employed or contracted appraiser may complete a rental appraisal report.� The purpose of this report is to demonstrate and prove that the rental and any other consideration paid by the Government for the leased space is consistent with the rentals and other amounts paid by other tenants of the Lessor, if any, who lease similar size and quality of space.� NEGOTIATIONS: After the receipt of initial offers, the named Realty Specialist or other authorized representative will conduct negotiations on behalf of the Government.� Oral or written negotiations will be conducted with Offerors that are within the competitive range.� The competitive range, which will be established by the Realty Specialist, will be based on lease costs and other award factors stated in this solicitation.� All Offerors will be included that have a reasonable chance of being selected for award.� Negotiations are considered closed at the due date and time of best and final offers. AWARD FACTORS: After the review of best and final offers is completed, the lease will be awarded to the offeror whose offer will be most advantageous to the Government, price and other factors considered.� Following are the primary award factors used in evaluating the offer: Total Cost (includes rent and Government build-out share) Efficiency of Space Layout Quality, Visibility, and Accessibility of Facility Tenant Compatibility AWARD The final acceptance of the offer and award of the lease occurs upon the execution of the lease by the Chief of the Real Estate Division, Tulsa District, Corps of Engineers, or other duly authorized individual.� Rent will commence upon substantial completion, typically indicated by issuance of Certificate of Occupancy.
