Description

INTENT TO AWARD A SOLE SOURCE ACQUISITION The Internal Revenue Service (IRS) intends to award a sole source purchase order to Softeon, Inc., for Enterprise Logistics Information Technology (ELITE) Software Maintenance. The authority permitting a sole source acquisition is FAR 6.302-1, ""Only One Responsible Source and no other supplies or services will satisfy agency requirement"". The period of performance for this software is 09/30/2021 - 09/29/2026. ELITE is proprietary software developed exclusively by Softeon and Softeon allows no other company to either resell or maintain their software. ELITE supports the distribution and inventory activities of the Distribution Division within the Media and Publications organization at the National Distribution Center (NDC) with planned expansion to 3 IRS campus locations and 2 Correspondence Production Services (CPS) sites. The ELITE expansion is a one-time deployment that expands ELITE to campus locations in Austin, Ogden and Kansas City. It will also establish CPS sites in Detroit and Ogden. This SOP is specific to the campus and CPS locations.� This product has features and capabilities not found in the competition and this vendor is the only source for acquiring license for this product. No solicitation package will be issued on SAM.gov. This notice of intent to conduct a sole source procurement is not a request for quotations; however, the Government will consider responses received no later than September 29, 2021, 10AM EST. Responses shall be submitted to wayne.s.plummer@irs.gov. Responses shall include, at a minimum, the following information: The name of your company; Company DUNS No.; POC name and contact information; The specific product(s) that your company offers that fulfills the same function as the items to be included on this order; and, A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your ability to provide ELITE Software. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs.
