VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID:_____36C241-21-AP-1575_________________ Contracting Activity: Department of Veterans Affairs, VISN 01, VA Manchester Medical Center The Contracting Activity responsible for this procurement is Network Contracting Office 1. The organizational activity responsible for the proposed contract action is Logistics for Optometry. The 2237 number is 608-21-2-7073-0011. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The VISULAR YAG III is a precision laser workstation for secondary cataract and glaucoma therapy used for post cataract capsulotomy. This equipment is compatible with ZEISS Image and Data Management System and provides post processing analysis dynamic review/manipulation of RAW data functionality. This equipment is the only equipment available without experiencing substantial duplication of cost due to compatibility. The purpose of the equipment is to perform posterior capsulotomy to reduce glare and improve vision. It lets light pass through cloudy regions of the lens capsule that may develop after cataract surgery. The estimated cost of this equipment is $56,758.57. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The VA Manchester has determined that this equipment is the only equipment to meet the need based on the image and data management system and licenses currently held in conjunction with other equipment already purchased and used in the EYELANE at the facility. This equipment is compatible with ZEISS Image and Data Management System and provides post processing analysis dynamic review/manipulation of RAW data functionality. This equipment is the only equipment available without experiencing substantial duplication of cost due to compatibility. Description of market research conducted and results or statement why it was not conducted: The equipment required is not available from any contracted source. It is not listed on the Non-Expendable Equipment list. It is not available under GSA. A notice of intent to sole source the purchase of the required equipment to one known small business authorized to distribute the equipment was published to Contract Opportunities. The notice requested any other available small or other socio-economic category business, specifically SDVOSB or VOSB, to provide pertinent documentation. There were no responses to that notice, which was posted on 07/15/2021 with a response date of 08/15/2021. A representative of the manufacturer, Ms. Lewis, stated that Pro-Aim Americas, a small business, was the only authorized distributor for the laser system. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
