- Notice of Intent to Sole Source: The Department of Veterans Affairs Network Contracting Office 1 intends to issue a Firm Fixed Price contract for a Visulas YAG III Laser and associated software manufactured by ZIESS. The VA Manchester has determined that this equipment is the only equipment to meet the need based on the image and data management system and licenses currently held in conjunction with other equipment already purchased and used in the EYELANE at the facility. The contract is expected to be awarded in accordance with FAR 6.302.1, Only one responsible source and no other supplies or services will satisfy agency requirements, by 08/05/2021. The VISULAR YAG III is a precision laser workstation for secondary cataract and glaucoma therapy used for post cataract capsulotomy. This equipment is compatible with ZEISS Image and Data Management System and provides post processing analysis dynamic review/manipulation of RAW data functionality. This equipment is the only equipment available without experiencing substantial duplication of cost due to compatibility. The NAICS code for this requirement is 334510 and the size standard is 1,250 employees. The SBA has included this NAICS code in the Non-Manufacturer Rule Class Waiver dated 10/01/2020. The Government is aware of one small business firm that is an authorized distributor for this equipment. Any other small or socio-economic category business, specifically SDVOSB or VOSB, with a current authorized distributor letter (ADL) for this equipment should provide a copy of the ADL with the following information: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability of performance of electrical projects in accordance with the qualifications identified above; and (3) proof of registration in the VA VetBiz website and verification by VA Center for Veterans Enterprise (CVE) or status of verification application. To be eligible as an SDVOSB or VOSB, a firm must be registered in VetBiz. Registration may be accomplished at http://www.vip.vetbiz.gov/. Additionally, all interested firms must have an active registration in SAM. Registration is available at www.sam.gov. This notice of intent is not a solicitation or request for competitive quotes. However, interested parties may identify their interest and capability to respond to this requirement within 10 days after publication of this notice and provide all information identified above. A determination not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Responses must be submitted via email to Judith.Ruggiero@va.gov with the subject line to read 36C24121Q0642 Visulas YAG III Laser by July 26, 2021. The Government will not be responsible for any costs incurred by interested parties in responding to this notice.
