Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W50SC2-21-R-0008 is being issued as a Request for Quotation (RFQ).� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 21-07. This requirement is posted as a �Small Business (SB) Set-Aside. The NAICS code is 332312 and the size standard is 500 employees. The Product Service Code is 2330. CLIN 0001 is for FOUR (4) EACH portable hydraulic vehicle barriers of the same make and model, each which: -Meets the requirements of UFC 4-022-02 and is rated to stop a 15,000 lb truck at 30 mph,K4/M40 crash rating -Is self-contained and relocatable -Can be towed into place and installed in less than 20 minutes -Is push-button controlled to be deployed and retrieved by both hydraulic operation and by battery -Can be operated locally or remotely -Can be deployed and retrieved manually if necessary -Must be equipped with automatic hydraulic jacks which deploy the barrier. No hand cranking system will be acceptable unless it is a redundant system in addition to the hydraulic system -Must include full automatic, remote-hard line, remote-radio, security feature (card reader, etc.), key/switch operation, local guard push button station, master(s) and slave(s) control panels or combination thereof -Includes a full-size spare tire -Has a minimum 1 year comprehensive warranty -Includes FOB Destination delivery to the Bradley Air National Guard Base at 161 Rainbow Road, Building 2, East Granby, CT 06026 All firms must be registered in the System for Award Management (SAM) database at SAM.gov to be considered for award. Responses to questions will be posted on SAM.gov by 10:00 AM, EDT, on September 22, 2021. Quotes are required to be received no later than 10:00 AM, EDT on September 23, 2021. Quotes shall include a completed copy of provision 52.213-3, Offeror Representations and Certifications � Commercial Items. Quotes must include a delivery schedule and an information sheet of what the manufacturer warranty covers. Quotes must be valid for 30 days. Payment will be EFT and payment and invoicing will be through WAWF. Payment terms are NET 30 Days. The provision at 52.212-2, Evaluation � Commercial Items, applies to this acquisition. Offers will be evaluated for best value which is made up of the following three categories; price, past performance, and delivery schedule, where price will be equal to past performance and delivery schedule when they are combined. Past performance will be evaluated by reviewing CPARS ratings. If no CPARS ratings are available then that offeror will receive a neutral rating for past performance. The evaluation of the offers is subjective and the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. All products and services must be compliant with the Buy American Act and DFARS 225.1. All items must be new. Standard provisions and clauses in effect through Federal Acquisition Circular (FAC) 2021-07. The provisions at�52.204-24, Representations Regarding Certain Telecommunications and Video Surveillance Services or Equipment, 52.204-26, Covered Telecommunications Equipment or Services � Representation, and 52.212-1, Instructions to Offerors-Commercial, apply to this acquisition. The clauses at 52.212-4, Contract Terms and Conditions � Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders � Commercial items, apply to this acquisition. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
