Description

The Commodity Futures Trading Commission (""CFTC"") intends to negotiate and award a sole-source contract for the procurement of the Committee on Uniform Securities Identification Procedures (CUSIP) Global Services dataset from S&P Global.� The CUSIP Global Services is managed on behalf of the American Bankers Association (ABA) by S&P Global Market Intelligence and is the only source of the dataset.� The Government intends to procure this requirement under FAR 13.106-1(b)(1)(i). - Only one source reasonably available � brand-name. The information contained in the S&P Global CUSIP data set is only available from S&P and CFTC knows of no alternative source that can provide the information offered in the data set.� Without access to this data, CFTC�s regulatory operations would be significantly impeded and there would be an increased risk to achieving CFTC�s mission.� CFTC intends to award contract with one (1) base year, and four (4) option years, for a total period of performance of five (5) years. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS nor a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 5:00pm ET, September 20, 2021. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government. Information received will be considered solely for the purposes for future Market Research requirements. No formal solicitation package is available. The Government anticipates award on or about September 30, 2021. The Government will not be responsible for any costs of preparation in response to this announcement.
