AMENDMENT 2: The purpose of this amendment is to incorporate the following: 1) Additional questions and answers received and are hereby incorporated in the solicitation. 2) The�School Emergency Management Tier-1 Training is attached for reference.3.) A CLIN TABLE is attached for CLIN Pricing. 4.)Travel Clin Structure for extended description 5.) �The solicitation due date is hereby extended to August 23, 2021 at 12:00PM EDT.� Please note that all amendments require a signature. AMENDMENT 1: The purpose of this amendment is to incorporate questions and answers received and are hereby incorportated in the�solicitation. Any additional questions received by the cutoff date will be posted by a seperate amendment. All other Terms and Conditions of the solicitation remain unchanged. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented by Subpart 13.5, and additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The issued solicitation number is HE1254-21-Q-8030. This Request for Quote (RFQ) is for School Emergency Management Training (SEMT) services. The resulting award will be an Indefinite Delivery, Indefinite Quantity (IDIQ) contract consisting of one 12-month base period and four (4) 12-month option periods. The resulting award will be a single-award, Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a minimum contract amount of $2,500.00 and contract maximum amount of $5,400,000.00. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021-06. This requirement is being conducted using as a competitive 100% small business set-aside. The associated NAICS code is 611430 and small business size standard is $12M . Description: The contractor will develop and annually update DoDEA�s tier-2 and tier-3 training.� Training will be based on federal, DoD, and DoDEA emergency management and student services regulations and policies, along with industry best practices for K-12 school systems.� The contractor will also be responsible for scheduling and delivering tier-3 training to approximately 30 military communities a year to educate members of DoDEA SEMT, DoDEA District PWG, and installation emergency management partners.� Tier-3 training will conclude with a Tabletop (TTX) module facilitated and evaluated by the contractor to allow training participants to apply what they learned during the training. �Provision of training shall include, but not be limited to, qualified instructors, student course materials (workbooks, handouts, etc.), supplies, and other non-personal services necessary to provide a comprehensive school emergency management training and TTX.� Contractor will gather lessons learned and recommendations for improvement to provide data necessary to develop DoDEA corrective action plans, and to support tier-2 and tier-3 training materials.. A full description of the requirement is provided in the PWS. Location: The primary location for the service is at DoDEA Headquarters Alexandria, VA. For additional site information; see the attached Solicitation in its entirety.� Inspection and Acceptance: Inspection and acceptance of the products and deliverables to be furnished shall be performed by the Contracting Officer�s Representative (COR). The Contracting Officer or the COR may inspect all received items to ensure the deliverables meet the DoDEA specification requirement and any aspect of performance under this contract at any time. Government inspection and acceptance for all contractual items listed herein will be at the destination.
