Amendment 0003�(9/20/21):� This amendment is being posted to the�solicitation in order to provide answers to contractor questions, as follows: Question 1: The attached worksheets have estimated hours with a total price. Are the estimated hours a number allotted for 1 (one) typical investigation or the total accumulated hours for all investigations in a year? The reason we ask is that depending on the size of any particular investigation, the amount of hours could swing dramatically. Also, we don�t know how many investigations would be done in a typical year. Answer 1:�The numbers on the spreadsheet are estimates used for pricing comparison only in the event there are multiple offerors. The CSB anticipates it will require use of this contract in 2-3 investigations per year. The government will establish a maximum not-to-exceed (NTE) amount at award for this contract based upon past usage. Question 2:��At the bottom of the (Pricing) worksheets are equipment testing fees, storage fees, shipping fees, travel reimbursement, and contingency reserve. Again, there are many variables in an investigation that can affect the pricing such as the nature and volume of testing, Same on shipping fees, and travel pricing could vary depending if it�s geographically next door or across the country. Being these are unknown, are you looking for some sort of flat rates or multiplier for contracted services rather than a hard number? Answer 2:�To the extent (the contractor) can provide rates and/or multipliers for the specified services, please provide that information (in Attachment A). If specific fees can only be determined when specific needs are identified, please also state that in your submission. All other details of the solicitation and the extended closing date of 9/21/2021�remain unchanged. Please review the three amendments herein. --------------------------------------------------------------------------------------------- Amendment 0002�(9/15/21):� This amendment is being posted to the�solicitation in order to: 1. Provide additional information about the CSB-Estimated Hours listed in Attachment A:� �Estimated hours are for price� � � �comparison only - The Government will establish Not-to-Exceed (NTE) amounts in the�award for each Period of� �Performance (POP), based on�historical and anticipated needs for these services.�� 2.� Provide the updated Excel ""Attachment A - Pricing Worksheet-rev 9/15/21""�reflecting the same language as above, which�replaces the original Attachment A. All other details of the solicitation and the extended closing date of 9/21/2021�remain unchanged. ------------------------------------------------------------------------------------------------------------------------------------------------------ Amendment 0001 (9/14/21):� This amendment is posted to the�solicitation in order to: 1.�Change�the NAICS for this procurement to�541690�(Other Scientific and Technical Consulting Services) 2.�Extend the closing time/date to:� Tuesday, September 21, 2021, no later than 2:00pm EST. All other details of the solicitation below remain unchanged. ---------------------------------------------------------------------------------------------------------------------------------------------- 20356221R00002 CSB Equipment Testing and Analysis The Bureau of the Fiscal Service, on behalf of the United States (U.S) Chemical Safety and Hazard Investigation Board (CSB) is seeking equipment testing services, non-destructive and destructive, as well as examination and analysis of certain equipment from sites of accidental chemical releases. Such equipment, which may vary depending on the site, and which will be identified for testing by the CSB Investigator-In-Charge (IIC), could include but is not limited to: �relief valves, valves, blowout preventers, pumps, hoses, specialty equipment, instrumentation, and other equipment. Testing and analysis may include documentation of as-received or as-found condition, damage analysis, operability analysis, equipment disassembly, testing pressures at which relief valves activate, pressure testing equipment, function testing equipment, repair assessments, and other tests. The equipment may or may not be damaged as a result of an accidental release. The Contractor shall also have a location in which equipment can be stored for an extended period. Contractor shall be able to accommodate large groups (up to 20 individuals) for witnessed testing and analysis when necessary. This award is anticipated to be a labor-hour contract, and is an Unrestricted procurement utilizing NAICS 541690. This contract will be awarded for one (1) twelve-month Base Period and up to two (2), twelve-month Option Periods, which will be exercised at the discretion of the CSB. The Performance Work Statement (PWS) describes the required tasks for this solicitation. This solicitation outlines the required documents for submission as well as describes the evaluation process. INSTRUCTIONS TO APPLICANTS Proposals are due by Tuesday, September 21, 2021 (revised closing date), no later than 2:00 PM EST and must follow these instructions: Use Microsoft Office compatible files or Adobe PDF. Other file extensions will not be accepted. In addition to the proposal for all requirements, all information required in the clause package, including any instructions to vendors, must be completed and included with your proposal. Completion of Attachment A Pricing Worksheet is required for all proposal submissions. Email your complete proposals to purchasing@fiscal.treasury.gov and mindy.wargowsky@fiscal.treasury.gov with the subject line �Proposal for #20356221R00002 CSB Equipment Testing, Attn: M.Wargowsky/D.Holbert.� Only complete proposals�submitted to the e-mail address above, by the established due date, will be considered. Any packages submitted after the established closing date and time will not be guaranteed consideration.
