- The work for this project will package the construction (design-bid-build) of the following projects: PAF180400 � Construct an aircraft maintenance support facility. �The work includes construction of a United States Air Force (USAF) aircraft maintenance support facility at the Royal Australian Air Force (RAAF) Base in Tindal, Australia. Space is required for a maintenance and storage facility to support flightline maintenance and storage for aircraft support equipment for up to six B-52s, and incidental related work. Systems to be commissioned in this project include, but is not limited to, Ventilating and Air Conditioning Systems (no heating or refrigeration), Building Automation System (HVAC Control System), Service Water Heating System, Plumbing System, and Utility Energy Metering Systems and Sub-Meters. PAF180700 � Construct a squadron operations facility RAAF Tindal. �The work includes construction of a United States Air Force (USAF) squadron operations facility at the Royal Australian Air Force (RAAF) Base in Tindal, Australia. Space is required for aircrew flight equipment maintenance and care, mission planning, intelligence, briefing, and crew readiness to support six B-52s, and incidental related work. Systems to be commissioned in this project include, but is not limited to, Ventilating and Air Conditioning Systems (no heating or refrigeration), Building Automation System (HVAC Control System), Service Water Heating System, Plumbing System, and Utility Energy Metering Systems and Sub-Meters. The magnitude of this project is estimated between $10,000,000 and $25,000,000.� THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS IS $39.5 MILLION OVER THE PAST THREE YEARS.� THIS PROCUREMENT IS UNRESTRICTED.� The contract completion period is anticipated to be 540 calendar days. This is a source selection procurement requiring the submission of both technical and price proposals. Proposals submitted in response to this solicitation shall be in the English language and in U.S. dollars. Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical factors. �The technical factors are as follows: (1) Experience, (2) Past Performance, (3) Safety, and (4) Management Plan. �For evaluation of experience and past performance, a relevant construction project is defined as: Type of Building Construction.� New construction of one-story administrative building with reinforced concrete masonry unit (CMU) walls and structural steel roof truss, and a footprint of at least 600 square meters.� Completed or substantially completed within the last ten (10) years. Locations with Climatic & Logistical Challenges. Construction project with a dollar value of $5 million or more that was performed in a location with climatic and logistical challenges. �Logistical challenges� is where construction materials and equipment are not readily available, similar to the Northern Territory of Australia. �Climatic challenges� is considered prevailing weather conditions that inhibit construction activities for significant periods of the year, similar to the monsoon season in the Northern Territory of Australia. Projects submitted to demonstrate Locations with Climatic & Logistical Challenges will only be considered if the specific entity that performed the work is proposed to perform work on this contract associated with Climatic & Logistical Challenges as identified in Block 10 of Attachment A, Construction Experience Project Data Sheet.� Completed or substantially completed within the last ten (10) years. The Request for Proposal (RFP) will be available on or around 5 October 2021.� Printed copies of The RFP will not be issued.� The RFP, including the specifications and drawings, can be accessed via the System for Award Management (SAM) website at https://sam.gov/.� Contractors must register at the SAM website to obtain access to the RFP.� Registration instructions can be found on the SAM website.� Amendments will also be posted at https://sam.gov/.� It is highly recommended that firms register on the SAM website as this will be the only plan holder�s list available.� It is the offeror�s responsibility to check the SAM website periodically for any amendments to the solicitation. A one-time pre-proposal site visit has been scheduled for 3 November 2021, 9:00 a.m. Australia Central Standard Time (ACST).� �The pre-proposal site visit is to provide offerors with an opportunity to familiarize themselves with the jobsite and conditions to be encountered.� The maximum number of attendees is two (2) persons from each Company.� Company attendees interested in this site visit should email to Kylee Chun, Contract Specialist, at kylee.k.chun.civ@us.navy.mil the following:� attendees name(s), phone number(s), nationality, gender, passport number(s), a photocopy of the passport photo page, company name and address.� The Government requests submission of this information at the earliest convenience but no later than 20 October 2021 at 2:00 p.m. HST (NO EXCEPTIONS).� Attendees should bring an umbrella and use 4WD vehicles on this Site Visit due to possible weather conditions.� Document 00100 of the RFP will provide additional detailed information regarding this site visit.�� Note:� Contractors shall not show up for the site visit without signing up first.� Contractors shall not switch out or replace attendees who have signed up without providing at least 48 hours advance notice.� Contractors will not be granted access to RAAF Base Tindal if this instruction is not followed. Attendees are responsible for monitoring travel restrictions during the COVID-19 pandemic. �All parties will be expected to follow any COVID-19 protocols in place and to follow all other directives (quarantine period, face masks, social distancing, etc.).
