Description
The work for this project includes the construction (design-bid-build) of a United States Air Force squadron operations facility at the Royal Australian Air Force (RAAF) Base in Darwin, Australia.� Space is required for aircrew flight equipment maintenance and care, mission planning, intelligence, crew briefings, and crew readiness to support eight (8) KC-10 aircraft, and incidental related work.� Systems to be commissioned in this project include, but is not limited to, Ventilating and Air Conditioning Systems (no heating or refrigeration), Building Automation System (HVAC Control System), Service Water Heating System, Plumbing System, and Utility Energy Metering Systems and Sub-Meters.� In addition to the requirements specified in the Contract Documents, all work must also be conducted in accordance with the applicable Australian legislation, Australian codes of practice, applicable AS/NZS standards, Australian Defence policies, and relevant Australian Defence authorization. The magnitude of this project is estimated between $5 million and $10 million U.S. Dollars.� THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS IS $39.5 MILLION OVER THE PAST THREE YEARS.� THIS PROCUREMENT IS UNRESTRICTED.� The contract completion period is anticipated to be 570 calendar days. This is a source selection procurement requiring the submission of both technical and price proposals. �Proposals submitted in response to this solicitation shall be in the English language and in U.S. Dollars.� Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical factors. �The technical factors are as follows: (1) Experience, (2) Past Performance, (3) Safety, and (4) Management Plan. �For evaluation of experience and past performance, a relevant construction project is defined as: ����� (1)� New construction of a one-story administrative building with reinforced concrete masonry unit (CMU) walls and structural steel roof truss, and a footprint of at least 600 square meters. ����� (2)� Construction project with a dollar value of $5 million or more that was performed in a location with climatic and logistical challenges.� �Logistical challenges� is where construction materials and equipment are not readily available, similar to the Northern Territory of Australia.� �Climatic challenges� is considered prevailing weather conditions that inhibit construction activities for significant periods of the year, similar to the monsoon season in the Northern Territory of Australia. The Request for Proposal (RFP) will be available on or around 5 October 2021.� Printed copies of The RFP will not be issued.� The RFP, including the specifications and drawings, can be accessed via the System for Award Management (SAM) website at https://www.sam.gov.� Amendments will also be posted at https://www.sam.gov.� It is the offeror�s responsibility to check the SAM website periodically for any amendments to the solicitation. Offerors are required to be registered in the SAM database at https://www.sam.gov at the time of proposal submission. A one-time pre-proposal site visit has been scheduled for 2 November 2021 at 9:00 a.m. Australian Central Standard Time.� This site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsite and conditions to be encountered and is not for the purpose of answering questions.� Offerors interested in attending the pre-proposal site visit shall submit the following information: ���� (1)�� Company Name & Address ���� (2)�� Attendee Name & Phone Number ���� (3)�� Nationality & Gender ���� (4)�� Northern �Territory of Australia / Government of Australia Government I.D. (e.g. Heavy Vehicle Driver License, DoD DAR Base Pass, Passport, etc.).� If not available, U.S. Passport number and photocopy of the Passport photo page. Note:� Contractors shall not show up for the site visit without signing up first.� Contractors shall not switch out or replace attendees who have signed up without providing at least 48 hours advance notice.� Contractors will not be granted access to RAAF Base Darwin if this instruction is not followed. THE NUMBER OF ATTENDEES SHALL BE LIMITED TO NO MORE THAN TWO (2) PER FIRM.� Photography and videography during the site visit is prohibited.� The information above shall be submitted to Ms. Chelan Crane at chelan.n.crane.civ@us.navy.mil on or before 18 October 2021 at 2:00 p.m. Hawaii Standard Time. Attendees are responsible for monitoring travel restrictions during the COVID-19 pandemic. �All parties will be expected to follow any COVID-19 protocols in place and to follow all other directives (quarantine period, face masks, social distancing, etc.).
