Description

The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for parts and maintenance of Pacific K-Series press brake machine. The NAICS code is 333517 and the size standard is 500. The proposed purchase order is being solicited full and open competition with minimum specifications IAW attached PWS document. Award will be based on lowest price, technically acceptable basis. The NSWCCD intends to award a firm fixed-price purchase order using Simplified Acquisition Procedures. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2021-06 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20210709.� SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS. Evaluation factors (in order of importance) Factor 1:� Price Quotes must include a proposed price for each Contract Line Item Number (CLIN).� The Government will determine prices by adding the total proposed price for all CLINS, including all options.� Quotes will be ranked from lowest- to highest-priced.� Factor 2: Technical Capability The Government will evaluate the lowest priced Quoter for acceptability of Technical Capability.� If the quote is not found to be acceptable, the Government will evaluate the next lowest quote for acceptability of technical capability, and so forth, to determine the lowest-priced quote that is acceptable for Technical Capability, at which point evaluators will evaluate of the acceptability of that quoter�s Past Performance.� Questions/clarifications regarding this solicitation must be submitted via email to steven.besanko@navy.mil no later than 1:00 PM EST Sept 21, 2021. All questions will be answered via amendment to solicitation. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than September 23, 2021 at 12:00PM EST.� All responses received by September 23, 2021 at 12:00PM EST will be considered by the Government. Late quotes will not be considered. Quote packages shall be sent to steven.besanko@navy.mil and contain a cover sheet that provides the following information: Official Company Name; Point of contact including name and phone number; and DUNS number.
