- This procurement (Base + Four (4) Option Terms) is for the BOOTS, SAFETY, I-5 (In Accordance With NU-PD 21001, 22 February 2021 and NCTRF DWG. NO. 06-NCTRF-20).� THIS IS A NAVY CERTIFIED ITEM. However, the Government reserves the right to make awards of multiple lots to the same awardee if it is deemed in the Government�s best interests. Fratelli 10 General Greene Avenue, Bldg 86 Natick, Massachusetts 01760 DIRECT: 508.206.2762 DSN:� 312.206.2762 FAX: 508.206.2733 EMAIL: kelly.a.fratelli.civ@mail.mil Navy Certification:� Offerors interested in this procurement are required to submit samples for all four (4) items/PGCs for certification/re-certification, in accordance with �U.S. NAVY UNIFORM CERTIFICATION PROGRAM BY-LAWS UNITED STATES NAVY UNIFORM CERTIFICATION PROGRAM, BULLETIN NO. 97-1, NAVY CLOTHING AND TEXTILE RESEARCH FACILITY NATICK, MASSACHUSETTS�.� Instructions for submitting samples are as follows: CERTIFICATION PROGRAM FOR GARMENTS AND ACCESSORIES Garments and Accessories Policy. Certification will be granted by NCTRF for each item which meets or exceeds the minimum specified requirements. Certification will be issued only to prime manufacturers engaged in the fabrication or assembly of uniform garments and accessories. The certificate number is assigned to the manufacturer requesting approval for a garment or accessory manufactured at a specific location. If a subcontractor is used, the certification applies to the prime manufacturer producing items at that specific subcontractor's location. That certification number is not applicable to the subcontractor itself, nor is it transferable from one location to another. Standard patterns will be furnished by NCTRF upon request. The manufacturer will be required to grade patterns for all other sizes from the supplied pattern or drawings to meet the applicable table of measurements. When an expanded set of patterns is provided, the manufacturer is required to use them. The manufacturer shall not modify the standard (master) patterns in any way unless written authorization from NCTRF has been obtained. If any problems are encountered with the standard pattern, NCTRF shall be promptly notified. All garments must be made from certified fabric which has obtained shade verification approval. Samples of components such as interlinings, linings, buttons, tapes, etc., may be requested for verification purposes during certification and recertification. Manufacturers producing items which incorporate a fusible interlining may be required to submit a one yard full width piece of fused goods for testing purposes. Manufacturers are required to place the following permanent certification label on all garments: ""This garment is warranted to meet or exceed the standards of document XXXXX and was produced under certificate number XXX-XXXX-XXXX from basic materials warranted by the manufacturer to have been produced in accordance with the sample under the current certificate."" The location of the label shall be in accordance with enclosure (3). The date of manufacture (month/year) must be permanently applied on or near the certification label to identify the date the item was manufactured. The date must remain legible for the life of the item. A care label must be permanently attached to the item with instructions on care and maintenance. Care label wording shall be in accordance with applicable requirements as stated in the certification letter, bulletin, or specification. Women's garments made in body type sizing shall include appropriate body dimension labeling in accordance with NCTRF Bulletin 120A. Each part of a uniform must be labeled for certification, date of manufacture, care, and size. For example, a coat and trousers or a coat and removable liner must both contain the appropriate labeling. By applying a certification label, the manufacturer guarantees that the item has been produced from certified material of the appropriate shade, and meets or exceeds the requirements and approved certified sample. Garments and Accessories Certification Procedure. Manufacturers shall submit two samples of each item (unless quantity is otherwise specified) from their current production to NCTRF in accordance with enclosure (4). For shoes and boots an additional sample cut longitudinally is required. NCTRF evaluates conformance of material, shade, design, fit, construction, quality, workmanship, and durability against requirements or the applicable standard sample. Appearance before and after laundering or dry cleaning will also be considered. If approved, a certificate number will be assigned. All approved samples will be tagged and one of the samples will be retained by NCTRF. The other sample and the signed certificate indicating certificate number will be forwarded to the submittor. If the samples are rejected, the manufacturer will be informed by letter of the deficiencies and must resubmit corrected samples within 30 calendar days. NCTRF will retain one of the rejected samples until the next samples are submitted. Reprocessing time frames will follow the same schedule as initial submittals, as indicated in paragraphs III.B.2 through 4 above. Once an item is certified, NCTRF approval and recertification is required for any deviation from the certified sample. Any certified fabric which appears to the manufacturer to be below standard for any reason shall be reported to NCTRF. Garments and Accessories Recertification Procedure. Manufacturers shall submit two samples (unless quantity is otherwise specified) of their certified items from their most current production for recertification every two years. For shoes and boots an additional sample cut longitudinally is required. The first submission will be two years after the initial date of approval of the item, and every two years thereafter. NCTRF will request recertification submittal from each manufacturer 45 calendar days prior to the date of expiration of each item. Within 45 calendar days of receipt of the items for recertification, NCTRF will notify the submittor by letter of acceptance or rejection If the samples are approved, both samples will be tagged. One of the samples will be retained by NCTRF, and the other returned to the manufacturer with the recertification approval letter. If the samples are rejected, the manufacturer will be informed of the deficiencies and must resubmit corrected samples within 30 calendar days. NCTRF will retain one of the rejected samples until the next samples are submitted. Reprocessing time frames will follow the same schedule as initial recertification submittals, as indicated in paragraphs III.C.1 through 3 above. At NCTRF�s option, recertification may be granted as a result of a NCTRF inspection visit at the manufacturing site. NCTRF will notify the manufacturer by letter following the visit if recertification occurs. Approved samples will be taken from the visit by NCTRF for tagging in accordance with paragraph III.C.2 above. NCTRF must be notified by letter using enclosure (4) of any manufacturing location change. Two samples (unless quantity is otherwise specified) produced at the new location are required to be submitted for recertification. Offerors must obtain certification/re-certification for all four (4) items/PGCs in accordance with �U.S. NAVY UNIFORM CERTIFICATION PROGRAM BY-LAWS UNITED STATES NAVY UNIFORM CERTIFICATION PROGRAM, BULLETIN NO. 97-1, NAVY CLOTHING AND TEXTILE RESEARCH FACILITY NATICK, MASSACHUSETTS�.� Offerors must provide proof of certification/re-certification (Certification Approval Letter) for all four (4) items/PGCs prior to DLA making an award decision, when the Government completes its evaluation for the Past Performance Confidence Assessment and Small Business Participation factors and price evaluation.� If the potential awardee has not obtained all Certification Approval Letters from the Navy for all four (4) items/PGCs, the Government may exclude that offeror and may award to the next offeror in line for the award provided that they received all required Certification Approval Letters from the Navy.� NOTE: See �U.S. NAVY UNIFORM CERTIFICATION PROGRAM BY-LAWS UNITED STATES NAVY UNIFORM CERTIFICATION PROGRAM, BULLETIN NO. 97-1, NAVY CLOTHING AND TEXTILE RESEARCH FACILITY NATICK, MASSACHUSETTS� document attached.
