- Department of Veterans Affairs (VA) Network Contracting Office 2 (NCO 2) intends to award a sole source contract award to Johnson Controls, 6731 COLLAMER RD STE #4, EAST SYRACUSE, NY 13057, for a service maintenance agreement of proprietary Johnson Controls equipment and the Chiller Plant Optimization System (CPO-30), at the Syracuse VA Medical Center at 800 Irving Avenue, Syracuse, NY 13210-2716 to include four option years. The service agreement includes scheduled monthly/quarterly preventive maintenance of all Johnson control equipment to include software upgrades, technical support via phone/email and proprietary Johnson Controls knowledge database access, quarterly service of the ADX and FX servers, and 8 hours of on-site service per month. Furthermore, this agreement is to cover emergency service within 8 hours of initial request which would be covered under a separate modification to the original contract. All work shall be performed by technicians certified by the Original Equipment Manufacturer (OEM) as to avoid any warranty infringements. NAICS Code is 561210 (Facilities Support Services) with a Small Business Size Standard of $41.5 million. The classification code is J041 Maintenance, Repair and Rebuilding of Equipment: Refrigeration, Air Conditioning, and Air Circulating Equipment. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements above, may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by October 04, 2021 at 12:00 p.m. (ET). Responses shall be submitted via e-mail to Juan.Cobas@va.gov .
