Description: The U.S. Army Contracting Command, Rock Island Contracting Center (ACC-RI), on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (PM MAS), is seeking to identify potential sources capable of manufacturing up to thirty three (33) different 20mm, 25mm, 30x113mm and 30x173mm cartridge configurations, with a possibility of other configurations and cartridges added over the life of the contract.� The nomenclatures and estimated quantities for each item are listed below.� These cartridges are identified by a unique Department of Defense Identification Code (DODIC) and National Stock Number (NSN) that describes the caliber, cartridge type, and the method of pack-out.� The DODICs must meet the requirements of the applicable Military Specification and/or the Technical Data Package (TDP) associated with each item.� �DODIC AA24, 20mm PGU-27 A/B Target Practice (TP) Bulk Pack (BP), NSN: 1305-01-451-8566, Part Number (P/N): ADL 30003-1696AS234-1. �The PGU-27 A/B TP BP supports the U.S. Navy (USN), U.S. Marine Corp (USMC) and U.S. Air Force (USAF). �This training cartridge is fired from the M61 Gun System. Current anticipated requirements for FY24-FY29 are between 500,000 and 2,100,000 cartridges every other year.� The main components are the projectile body, propellant, brass cartridge case, M52A3B1 electric primer, and packaging. �DODIC AA27, 20mm PGU-27 A/B TP & PGU-30 A/B TP with Tracer (TP-T) linked, NSN: 1305-01-451-8659, Part Number (P/N) ADL 30003-1696AS234-7. The PGU-27/30 A/B supports the U.S. Navy (USN). �This training cartridge is fired from the M197 Gun System.� Current anticipated requirements for FY24-FY29 are between 50,000 and 150,000 every other year.� The main components are the projectile body, propellant, brass cartridge case, M52A3B1 electric primer, M14A2N link, and packaging. �DODIC AA22, 20mm PGU-28 A/B Semi-Armor Piercing High Explosive Incendiary (SAPHEI) BP, NSN: 1305-01-451-8675, P/N: ADL 30003-1696AS234-2. �The PGU-28 A/B supports the USN and USAF. �This cartridge is fired from the M61 Gun System. Current anticipated requirements for FY24-FY29 are between 50,000 and 325,000 cartridges every other year. �The main components are the projectile body, nose and body incendiary charge, explosive, propellant, brass cartridge case, M52A3B1 electric primer, and packaging. �DODIC AA23,20mm PGU-28 A/B Semi-Armor Piercing High Explosive Incendiary (SAPHEI) Linked, NSN: 1305-01-451-8683, P/N: ADL 30003-1696AS234-4.� The PGU-28 A/B supports the USN.� This cartridge is fired from the M197 Gun System. There are currently no anticipated requirements for FY24-FY29, but there is a possibility of a one-time procurement between 25,000 and 100,000 cartridges. The main components are the projectile body, nose and body incendiary charge, explosive, propellant, brass cartridge case, M52A3B1 electric primer, M14A2N link, and packaging. �DODIC AA28, 20mm PGU-30 A/B TP-T BP, NSN: 1305-01-451-8574 P/N: ADL 30003-1696AS234-3. The PGU-30 A/B supports the USN. This cartridge is fired from the M61 Gun System. �Current anticipated requirements for FY24-FY29 are between 50,000 and 135,000 cartridges every other year. �The main components are the projectile body, tracer, propellant, brass cartridge case, M52A3B1 electric primer, and packaging. ��DODIC AC34, 20mm M940 Joint Urgent Operational Needs Statement (JUONS), Multipurpose Tracer - Self Destruct (MPT-SD) Cartridge, NSN: 1305-01-668-9908, P/N: 13101233.� The M940 MPT-SD supports the U.S. Army.� This cartridge is fired from the Counter-Rocket/Artillery/Mortar (C-RAM) System.� Current anticipated requirements for FY24-FY29 are between 50,000 and 75,000 cartridges per year.� The main components are the projectile body with tungsten components, propellant, brass cartridge case, M52A3B1 electric primer, Mk7 link, and packaging. ��DODIC AC18 20mm M55A2 Target Practice (TP) Cartridge, NSN: 1305-01-662-4268 P/N: 13066908. The M55A2 TP supports the U.S. Army.� This cartridge is fired from the Counter-Rocket/Artillery/Mortar (C-RAM) System.� Current anticipated requirements for FY24-FY29 are 50,000-150,000 cartridges per year.� The main components are the projectile body, propellant, brass cartridge case, M52A3B1 electric primer, Mk7 link, and packaging. �DODIC AA61, 20mm MK244-0 Armor Piercing Discarding Sabot (APDS), NSN: 1305-02-484-9674 P/N: ADL 53711-7497064, Enhanced Lethality Cartridge (ELC), linked cartridges. �The MK244-0 supports the USN. �This cartridge is fired from the Phalanx Close-In Weapon System. �Current anticipated requirements for FY24-FY29 are between 350,000 and 600,000 cartridges per year. �The main components are the tungsten penetrator, sabot, propellant, brass cartridge case, M52A3B1 electric primer, Mk 7 link, and packaging. ��DODIC A976, 25mm M793 Target Practice � Traced (TP-T), NSN: 1305-01-400-3115, P/N: 12961093 and NSN 1305-01-212-5066, P/N: ADL 53711-12556183, in support of the U.S. Army and the USN.� This training cartridge is fired from the M242 Bushmaster.� Anticipated requirements for FY24-FY29 are between 75,000 and 150,000 cartridges every two years.� The main components are the projectile, cartridge case, percussion primer, propellant, packaging, and link. DODIC A940, 25mm M910 Target Practice Discarded Sabot � Traced (TPDS-T), NSN: 1305-01-426-4359, P/N: 12961095, in support of the U.S. Army and the USMC.� This training cartridge is fired from the M242 Bushmaster.� Current anticipated requirements for FY24-FY29 are between 140,000 and 170,000 cartridges.� The main components are the projectile, cartridge case, percussion primer, propellant, packaging, and link. DODIC A978, 25mm PGU-23/U, Target Practice (TP) cartridge, NSNs 1305-01-390-7977 and 1305-01-210-6802, P/Ns: 2001736 and ADL 300031397AS390, in support of the USAF and the USN.� This training cartridge is fired from the GAU-12.� Anticipated requirements for FY24-FY29 are between 7,500 and 260,000 cartridges per year.� The main components are the steel projectile body, propellant, steel cartridge case, packaging, and percussion primer, and link. DODIC AA90, 30x173mm MK239, TP-T cartridge, NSN: 1305-01-524-0220, P/N: ADL 53711-7624841, in support of the USN.� This training cartridge is fired from the MK46 weapon system.� Current anticipated requirements for FY24-FY29 are between 10,000 and 30,000 cartridges every other year.� The main components are an aluminum cartridge case, flashtube loaded with booster pellets, M36A2 percussion primer, propellant, a hardened steel projectile body, link, packaging, tracer and link. Current anticipated requirements for FY24-FY29 are between 20,000 and 40,000 cartridges per year. The main components are a steel projectile body, proximity fuze, aluminum cartridge case, flashtube loaded with black powder or booster pellet, percussion primer, link, packaging, and propellant. DODIC: A990, 25mm PGU-32/U Semi-Armor Piercing High Explosive Incendiary with Tracer (SAPHEI-T), NSN: 1305-01-352-5649, P/N: ADL 30003-1397AS860-1.� The PGU-32/U SAPHEI-T supports United States Navy (USN).� This cartridge can be fired from the GAU-12/A cannon on the USMC AV-8B Harrier, GAU-22 on the F-35B/C Lightning II Aircraft Gun System, and the MK38 Navy shipboard platform weapon.� There are currently no anticipated requirements for FY24-FY29, but there is a possibility of a one-time procurement between 25,000 and 250,000. �The main components are the projectile metal parts, charged nose and body assemblies, projectile assembly, incendiary compositions, zirconium, explosive, tracer, propellant, cartridge case, booster pellet, primer and packaging. DODIC: A968, 25mm Dummy PGU-24/U, NSN: 1305-01-659-6896, P/N: ADL 30003-1397AS490.� The 25mm PGU-24/U is a completely inert, steel dummy cartridge, which supports both the USN and U.S. Air Force.� This dummy cartridge is designed to be cycled through the GAU-12/A cannon on the USMC AV-8B Harrier and the GAU-22 on the F-35 Lightning II Aircraft Gun Systems.� There are currently no anticipated requirements for FY24�29, but there is a possibility of a one-time procurement between 25,000 and 100,000 cartridges.� The main components are the steel cartridge case and projectile, which are threaded together with adhesive, and either cadmium plate or electrodeposited zinc finished. DODIC: A967, 25mm M794 Dummy, NSN: 1305-01-396-8360 P/N: 12961094: The M794 supports the United States Army and USMC.� This cartridge is used as a training aid and maintenance tool for the M242 Bushmaster cannon. There is a possibility of a one-time procurement of approximately 20,000 to 100,000 cartridges during FY24-29.� The main components are a steel cartridge case, a steel projectile, and a resin fill. DODIC: B133, 30x113mm M848 Dummy, NSN: 1305-01-268-7273, Part Number (P/N): 11825935.� The M848 Dummy supports the United States Army.� This cartridge is used as a training aid and maintenance tool for the M230 Chain gun.� Current anticipated requirements are a one-time procurement in FY-25-26 of approximately 20,000 cartridges.� The main components are a steel projectile, aluminum cartridge case, and a machine screw.�� DODIC AB18, 30x173mm, PGU-13D/B HEI Linked, NSN: 1305-01-633-0903, P/N: 200534196-230, in support of AFSOC. This tactical cartridge is fired from the GAU-23 weapon on the AC-130J. Anticipated requirements for FY24-29 are between 0 and 300,000 cartridges per year. The main components are an aluminum cartridge case, HEI projectile, Composition A-4, M36A2 percussion primer, M505 Fuze, flashtube, link, M592 ammo can, and propellant. DODIC AA94, 30x173mm, PGU-15A/B TP Linked, NSN: 1305-01-644-0756, P/N: 200534196-250, in support of AFSOC. This training cartridge is fired from the GAU-23 weapon on the AC-130J. Anticipated requirements for FY24-29 are between 0 and 75,000 cartridges per year. The main components are a steel cartridge case, flashtube loaded with booster pellets, M36A2 percussion primer, propellant, aluminum sabot, depleted uranium projectile, packaging, and tracer. ����������������������������������������������������������������������������������������������������������� The manufacturing process for these various 20mm, 25mm, 30x113mm, and 30x173mm cartridges includes, but is not limited to: manufacturing of projectiles, fuzes, propellant, cartridge cases; flash tube loading; �cartridge case priming and loading with propellant; projectile insertion; case crimp; and load, assemble, and pack-out (LAP) of the completed cartridges.� The LAP requires highly specialized facilities, equipment, and tooling for the safe storage, handling, transportation, weighing, consolidation and testing of high explosives, fuzes, and depleted uranium (DU).� In most cases, the production processes dealing with high explosives, fuzes, and DU must be performed remotely.� The facilities must be specially designed and fabricated to meet DOD hazard/safety standoff requirements in order to mitigate the risk of propagation in the event of an unintended initiation of explosive materials.� Additionally, the LAP personnel must be specially trained to work with explosives.� For each step of the manufacturing process, sophisticated test and measuring equipment is required to ensure the final products comply with Government requirements.� Approval of Measurement System Evaluation (MSE), Critical Characteristic Control Plan (CCCP), First Article Test (FAT) Plans/Reports, etc. will be required prior to production.� Production support equipment includes material handling systems, tool room equipment, furnaces for heat treat and annealing, metal forming and machining equipment, anodize and phosphate systems, nondestructive testing (NDT) equipment such as but not limited to eddy current, ultrasonic and x-ray test equipment, pack-out equipment, and metrology and metallurgy laboratories.� A ballistic test range must be available to perform First Article Acceptance Tests and Lot Acceptance Tests on these cartridges.� Other critical skills required to manufacture these 20mm, 25mm and 30mm cartridges include, but are not limited to: �ammunition process/design engineers, explosive experts, set-up mechanics and operators, quality management systems (QMS), quality control engineers, certified NDT technicians, packaging engineers, metallurgists and ballistics test personnel. �� Specifications: The 25mm M793 TP-T, 25mm M910 TPDS-T, 25mm PGU-23/U TP, 30x173mm XM1170 APFSDS-T, 30x173mm XM1173 TP-T, 30x173mm XM1182 HEAB-T, 30x173mm XM1172 TPDS-T, 30x173mm MK258 Mod 1 APFSDS-T cartridges will be procured to Performance Specifications which are marked Distribution Statement �D�. The 20mm PGU-27 A/B TP BP, 20mm PGU-27 A/B TP & PGU-30 A/B TP-T linked, 20mm PGU-28 A/B SAPHEI, 20mm PGU-30 A/B TP-T BP, 20mm M940 MPT-SD, 20mm MK244-0 APDS, 30x173mm PGU-13D/B HEI, 30x173mm PGU-15 TP, 30x173mm PGU-46 HEI, 30x173mm Urban Mix, 30x173mm Combat Mix, 30x113mm M788 TP, 30x113mm M789 HEDP, 30x113mm XM950 TP, 30x113mm XM1211 HEP, and the 30x113mm XM1198 HEDPSD cartridges will be procured to TDPs which are marked �Distribution Statement �D�.� Distribution Statement �D� means distribution is authorized to the Department of Defense (DoD) and U.S. DoD contractors only (Critical Technology).�� These TDPs/Performance Specifications contain technical data whose export is restricted by the Arms Export Control Act, (Title 22, U.S.C., Section 2751 et seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., app 2401, et seq. Violations of these export laws are subject to severe criminal penalties.� Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the TDPs/Performance Specifications.� TDPs/Performance Specifications will not be provided at this time. Planned Acquisition: The Government is seeking interested sources to fulfill FY24-FY29 requirements.� The Government intends to award multiple award Firm Fixed Price Indefinite Delivery Indefinite Quantity contracts. �� Submission Information: Interested U.S./Canadian firms who feel they are capable of manufacturing the above cartridges are invited to indicate their interest by providing the Government: 1) A brief summary of its company�s capabilities, facilities, personnel, and past manufacturing experience, 2) Monthly production capacities with assumptions about number of shifts and any other production factors that may affect monthly capacities, and 3) Manufacturing lead time for each DODIC listed.� Information shall be provided electronically to Mr. Benjamin Styvaert at Benjamin.w.styvaert.civ@mail.mil.� Offerors are instructed to include �20mm, 25mm and 30mm Medium Caliber Cartridges� as the subject of their response.� Please respond no later than 30 calendar days from this synopsis� posted date.�� This market survey is for planning purposes only and the requirements may change.� This shall not be construed as a Request for Proposal or as an obligation on the part of the Government.� The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited.�
