- Sources Sought Notice The Department of Veterans Affairs, Network Contracting Office (NCO) 15 is conducting market research to help determine the availability and technical capabilities of SDVOSB, SB and Large Business that can provide the following as stated below. STATEMENT OF REQUIREMENTS: The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 15 has a requirement for an Additional Rauland Responder Nurse Call System with Installation which must be compatible with existing Rauland Responder Nurse Call System at the Harry S.
