NOTICE OF INTENT TO NEGOTIATE A SINGLE-SOURCE CONTRACT Special Notice: FD-2021-142 NOAA/NMFS/SEFSC In compliance with FAR Subpart 13 coupled with the provisions set forth by FAR Subpart 5.101(a)(1), this Notice is hereby published to inform of the following: The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Management and Budget (OMB) intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1),� with Name: MER Consultants, LLC of Stuart, Florida. Using the procedures of FAR Part 13 the requirement is to procure the following: �The contractor shall continue development of the port sampling station prototype (hardware for image, weight, and other data collection),modify existing annotation software for use on images of the most frequently landed commercial species for multispecies small-scale fisheries of the US Caribbean and analyze and report data The applicable Size Standard is North American Industry Classification System (NAICS) Code 541690, with a Small Business size standard of $16.5M. The NOAA Fisheries Southeast Fisheries Science Center (SEFSC) is seeking to improve scientific information for the management of fisheries in Puerto Rico to ensure their cultural, economic, and ecological sustainability. Implementing annual catch limits (ACLs) is hindered by the lack of adequate catch monitoring and biological information in these small-scale, multi-species, multi-gear fisheries that therefore require complex methods and indices to assess.� Efficient port sampling is a universal challenge in fishery data collection. Obtaining length-frequency data adds to the challenge, but is a critical component of stock assessments. In the US Caribbean, fishers frequently move quickly from arrival dockside to direct sales to consumers, putting sampling between fishers, potential sales, and profits. Delays due to sampling are commonly avoided by fishers refusing to allow sampling of their landings. Lack of those data has made it difficult to conduct quantitative stock assessments. As part of a larger data validation program in the US Caribbean, a port sampling station was developed to improve sampling efficiency.� As an overall guide, the project will utilize fisher, observer, and contractor expert opinion to determine initial sampling locations and fishing gears.� As more data are collected and analyzed, those data will be used to further inform the survey design. The following activities will be carried out in collaboration with SEFSC scientists: � Refine prototype and proof of concept for a simple, inexpensive modular, and portable semi-automated port sampling station. The current working prototype automatically captures an image and weight and was developed to allow for faster sampling in the small-scale multi-species fisheries of the US Caribbean by eliminating sorting from the process. � Refine the hardware and software to allow for better data flow, automated length calculations, analyst ready outputs and contribute to the annotated image library which will be used to train species identification work in the ongoing SEFSC/Wallace project. � Demonstrate that high quality, verifiable, and timely reporting of port sampling data can be accomplished in the very challenging multispecies small-scale fisheries of the US Caribbean. The Period of Performance is One Business day after date of the award through 12 months **THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE. ------------------------------------------------------------------------------------- Modification 01 to Special notice changes the close date to 09.27.2021.
