- 1. Scope: The current COVID-19 pandemic demands immediate action in accelerating the Joint Program Executive Office, Chemical, Biological, Radiological & Nuclear Defense�s (JPEO-CBRND) ongoing, �lifesaving Medical Countermeasures (MCM) to develop novel antivirals to combat the delta variant within the US, and to provide vaccines internationally to prevent the emergence of other newer, more problematic SARS-CoV-2 variants. This document provides a summary of the Department of Defense (DOD) major integrated efforts that include but are not limited to accelerating the development, manufacture, procurement and distribution of COVID-19 vaccines, therapeutics, diagnostics and enablers, 2) fortifying the domestic industrial capacity for drug resources, 3) establishing an enduring pandemic response infrastructure, and 4) maintaining strategic communications with partners and stakeholders to ensure cohesion of the effort. The Government will draw upon Subject Matter Experts (SMEs) to develop and/or procure novel antivirals and evolved monoclonal antibodies to reactive to newer, problematic SARC-CoV-2 variants, distribute effective vaccines domestically and internationally, expand the domestic manufacturing capacity for vaccines, and contribute to the overall project management and �lessons learned� as part of future pandemic response preparedness objectives. 2. The Government has determined that the need to accelerate COVID-19 response to SARS-CoV-2 variants is of such an unusual and compelling urgency (FAR.6.302-2) that�the Government has pursued a sole source procurement for the consultant services described above. The contract will have a Base Period of six (6) months duration, with the option to extend services in accordance with FAR 52.217-9 for a further six months.
