- RFQ 36C77021Q0572 Disassembly & Demolition Murfreesboro CMOP Questions & Answers What exactly needs to be palletized? A; All items identified in the SOW that are capable of being palletized (robots, conveyor etc. ) should be palletized. Miscellaneous items that are disassembled may be placed in bins of like type items (conveyor supports, guide rails, etc. ). Cabinets and modules do not need to be palletized however components identified as being removed from those modules and cabinets should be palletized. Who is providing the trailers? A: As identified in Section 5.7 of the statement of work the contractor is to provide up to 10 semi-trailers for a period of 90 days. How far back do they disconnect power? A: As outlined in Section 3.0 of the SOW. All disassembly work included in this section will be inclusive of electrical and pneumatic lines feeding the equipment. Such lines and cabling will be removed back to their respective control panel or piping manifold. Contractor should take the electrical, data and pneumatic lines back to an appropriate point of disconnect. Can they create a storage labelling system based on the actual module location (example: L1F4-XX)? A:This is acceptable as long as items are inventoried for quick identification in the future. Will there be a material lay down yard or storage for the contractor during construction? A: A location for a lay down area or storage will be identified by the local COR in order to ensure the location does not impact on the operations of the facility. In addition, the contractor should also use the trailers identified in section 5.7 as laydown and storage as well. Does the government want to keep items that are not marked as save or is the contractors responsibility to remove? A: Contractor will remove. Our understanding from the onsite meeting is we are only disconnecting equipment electrical to make it safe and clean. We are not taking back to the panel as state in the RFP. Is this correct? A: Contractor should disconnect in accordance with Section 3.0 of the SOW. This requires disassembly to the nearest control panel, disconnect or manifold. This does not require everything to be removed back to the electrical panel but an appropriate point of disconnect for the equipment. The catwalks are to be removed. Are those scraped or kept? A: Catwalks are to be removed, disassembled and kept for future use. Are all conveyors demoed including the one in phase 1? It came up at the pre bid that one may stay. A: See section 3.2.1 of the SOW. Conveyor inside of the modules (flexlink) is not to be removed. All tote conveyor and external flex conveyor is to be disassembled and palletized. All Belt conveyor is to be disassembled and palletized for reuse. The local COR will identify a small portion of belt conveyor that will remain in place and do not need to be disassembled. Is the government providing trailers for saved materials? If not, is the contractor to just pallet, label, wrap, and store in place? It states in the RFP the contractor is to provide 10 trailers, but I believe it was mentioned at the walk through that the government would provide trailers. A: Contractor should provide up to 10 trailers for 90 days for the storage and disposition of the removed equipment. Anything excess to that will be identified for storage within the existing facility. The government will work to transfer, excess and dispose of equipment stored in the trailers. See section 5.7 of the SOW. Does the government have a timeline for each phase so we can devote the appropriate labor hours to keep the schedule required? The government did not dictate schedule to ensure the contractor can schedule their crews in the most efficient and expeditious timeframe to complete the entire process. A: The government is estimating approximately 30 days for mobilization and to begin the disassembly process. Please propose the ideal schedule to expedite the complete disassembly and removal of the system, recognizing this schedule should take into account the normal government holidays. Ideally the government would like to see the entire process completed within 90-120 days from notice to proceed. The RFP asks for hourly pricing for additional work. Is this per man or per crew? A: This should be a per man hour price. Please confirm that all pricing to be provided in Attachment 1, and that Section B.3 of the RFQ is not required to be completed. A: The contractor should provide their proposal as outlined in Attachment 1. Section B3 does not need to be completed.
