- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, ""Streamlined Procedures for Evaluation and Solicitation for Commercial Items,"" as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotations. The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular. The associated North American Industrial Classification System (NAICS) code for this procurement is 561621. The USDA Forest Service is seeking to award a firm fixed contract for a security system requirement. The overall contract work shall consist of decommissioning of existing CCTV System, installation of a new stand-alone CCTV System capable of 24 hour video surveillance of both interior and exterior Regional Office Building property and grounds and any modification, integration, configuration of the newly installed CCTV System to allow the end user the ability to better protect USFS property, personnel and equipment. Work will also include development and production of engineering documentation (plans and drawings); Server, Workstations, Network Video Recorders, and Video Management System (VMS) licensing/operator training. Amendment A0001 removes the requirement to possess a current UL2050 certificate for National Industrial Security Systems as outlined in Paragraph 1.6.5 Special Qualifications.� The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors listed below shall be used to evaluate offers: Technical Capability & Equipment Key Personnel - Capability and Credentials including Subcontractor(s) Technical Approach and Propject Management Plan System design System storage capacity and accessiblity Proposed Equipment and Specifications Uninterruptable Power Supply Capability Tie into building emergency power Warranty and Maintenance (Non-proprietary system)� Past Performance� �Experience in Security Camera Installation, Service and Repair� 2-3 relevant contracts of similar scope and size in the past three years Price (The degree of importance of the price will increase with the degree of equality of the quotes in relation to the other factors on which selection is to be based, or when the price is so significantly high as to diminish the value of the technical superiority to the Government.) When combined, the technical evaluation factors are substantially higher than price, however, the Government reserves the right to make price/technical trade-offs that are in the best interest and to the advantage of the Government. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
