Description
This acquisition is being pursued on a sole source basis under the statutory authority of (See 10 U.S.C. 2304(d)(1)(B), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B), in that the services are only available from the original source. In this case, the acquisition is for a follow-on contract for the continued provision of a highly specialized funds management database mandated by regulation. Since the Comprehensive Cost and Requirement System (CCaRS) is proprietary to Integrated Data Solutions (IDS), if any other vendor was selected to provide these services it would cause a loss of access to CCaRS, leading to unacceptable delays in fulfilling the agencys requirements, including an inability to approve USAF and Foreign Military Sales (FMS) funding for contracts that support the many functions of the F-35 Joint Program Office (JPO). This sole source award is to allow the usage, access, training, and configuration of CCaRS required in order to facilitate approval of the funding required to keep all aspects of the F-35 JPO operational. Any gap will result in the F-35 Program Office being incapable of interfacing with USAF funding apparatus and thereby cease to transfer funding to and/or from the USAF. The regulatory requirement to use CCaRS requires fully integrated, ramped up personnel to perform their day to day functions. Without access to CCaRS to approve funds, personnel will be incapable of satisfying this requirement in their current capacity. This will lead to a significant delay in the schedule and result in the loss of available tactical aircraft for combat missions globally. In addition to causing the USAF a delay in mission readiness, the interruption will also result in millions of dollars in overrun. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. A request for documentation will not be considered as an affirmative response. The Government will be the sole determiner regarding a companys ability to meet all requirements. This synopsis constitutes as the official notice of availability of a solicitation IAW FAR 5.102. A separate notice of availability of the approved Justification and Approval for sole source acquisition will be made available via a separate posting IAW FAR 6.305(d). No questions will be addressed. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement. The capability statement shall be submitted to the Contract Specialist, Austin Longacre (Austin.Longacre@jsf.mil) and include all of the following information:1. Company Name, Address, Cage Code, Point of Contact, and Email Address 2. NAICS under which the company is a certified small business 3. Estimated cost to complete the work described in this synopsis 4. Qualifications to provide the required support described in this synopsis 5.
