- Description
- The US Department of Justice (DOJ), Justice Management Division, Finance Staff (JMDFS) , intends to award on a single source basis with The Bank of New York Mellon Treasury Services (Mellon Bank) for third-party draft payments for a base year period with up to four (4) one-year option periods beginning October 1, 2021. SINGLE SOURCE JUSTIFICATION: Mellon currently provides third-party payment services to over 90 DOJ sites including all USA districts. OBDs and USA currently have thousands of outstanding (uncashed) checks against the current Mellon account. The continuous use of the current Mellon account saves the DOJ tens of thousands of dollars. In the event Mellon is not awarded the Third-Party payment services contract, DOJ would be required to review and update the extensive Third-Party Payment Program Policies & Procedures Handbook which would require retraining over 100 USA personnel in processing Third-Party payments via a new account and new process. DOJ would be required to research thousands of outstanding checks, contact vendors to destroy those checks and reissue those checks via new account once the new account and new service provider have the technical requirements to provide Unified Financial Management System (UFMS) interfacing data files that meet the UFMS Third-Party Payment daily configuration requirements. DOJ would be required to destroy all current check stock and purchase all new check stock with new account/bank information and distribute that stock to at least 93 sites around the country. The FY2022 Mellon estimated proposal cost is less than $20,000.00 and, in the event, DOJ loses their current Mellon account the cost to implement a new Service Provider and account is as follows: Estimated costs (1) $21,841.50 to 100 DOJ (GS7) personnel @ 94 locations, 800 hours; (2) $19,343.38 for Contact vendors to destroy 2,834 checks 708.5 hours; (3) $32,838.35 to Manual Stop Payment Fee 2,834x$11.5873; (4) $19,343.38 to Reissue vendor 2,834 checks w/ new account 708.5 hours; (5) �� �$18,000.00 to purchase new check stock 18,000, 3-part checks; (6) $ 9,883.35 to re-evaluate and rewrite Policy & Procedures (GS14/15*135 hours); and (7) unknown costs for UFMS technical/functional/configuration/testing requirements review/implement and cost associated with delayed Court & Expert/FACT Witness payments for a total estimated cost of $121,250.02 to change vendors.�
