- Disclaimer: This pre-solicitation notice is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse the cost of any submission in response to this announcement -- the entire cost of any submission will be at the sole expense of the source submitting the information. If a solicitation is issued in the future, it will be announced via the Federal Business Opportunities website (https://www.fbo.gov) and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. SYNOPSIS The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation, N00024-19-R-6314, for the award of multiple conceptual designs of the Large Unmanned Surface Vessel (LUSV).� The LUSV will be a high-endurance, reconfigurable ship able to accommodate various payloads for unmanned missions to augment the Navy�s manned surface force. With a large payload capacity, the LUSV will be designed to conduct a variety of warfare operations independently or in conjunction with manned surface combatants. The LUSV will be capable of semi-autonomous operation, with operators in-the-loop (controlling remotely) or on-the-loop (enabled through autonomy). The solicitation will be issued electronically via Federal Business Opportunities (FBO) at http://fbo.gov and interested parties must comply with that announcement.� FBO is the single point of entry for posting of the synopsis and solicitations to the internet.� Interested Offerors should monitor the FBO page for the release of the solicitation, and any applicable amendments.� Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/.�� A final Request for Proposal (RFP) has been posted to the LUSV NSERC Bidder's Library.�� REQUIREMENTS DOCUMENTS The LUSV documents contain controlled information. To obtain this information, potential Offerors must complete the attached ""Terms of Use"" letter filled out and signed, as applicable. Once completed, the document needs to be sent to the Contracting Officer and Contract Specialist. Upon receipt of the document, the Contracting Officer will review the information and so long as the Offeror is a United States Department of Defense contractor, the Offeror will be permitted to access the NSERC Bidder's Library. The Offeror must possess a PKI certificate or CAC to successfully access the NSERC Bidder�s Library as documents will be posted there as they become available.� The ""Terms of Use"" letter shall be signed and returned to: TO: Ms. Cassandra Brese - cassandra.brese@navy.mil CC: Mr. Ramin Movahed � ramin.movahed@navy.mil SUBJECT LINE: TOU letter (insert name of company) N00024-19- R-6314 RFP Please note that potential Offerors who are a United States Department of Defense contractor, submit a ""Terms of Use"" letter, and possess a PKI certificate or CAC but have issues accessing the NSERC Bidder's Library may contact the Contracting Officer for an alternative method of electronic distribution.� Potential Offerors who properly submit a ""Terms of Use"" letter but do not have a SECRET Security Classification Specification, DD Form 254, are not precluded from accessing the NSERC Bidder's Library.� At the time of award, companies shall have a SECRET Security Classification Specification, DD Form 254, a Defense Security Service (DDS) issued SECRET facility clearance, providing for SECRET personnel clearances and SECRET safeguarding capability.� The Government will not provide sponsorship for new or upgraded personnel or facility clearances. RFP The Government has incorporated Industry feedback into the LUSV RFP documents. The Government has posted Amendment 2, including all Attachments and Bidders Questions & Answers to the NSERC Bidder's Library. SUBMISSION OF RFP QUESTIONS/COMMENTS The Government welcomes industry comments and questions regarding the solicitation. Potential Offerors shall electronically submit Unclassified questions and comments regarding the draft RFP and/or Industry Day by sending an email with the Attachment J-4 ""Questions Submittal Form"" to the Contract Specialist, Mr. Ramin Movahed at ramin.movahed@navy.mil and carbon copy (CC:) to the Contracting Officer Cassie Brese at cassandra.brese@navy.mil. For ease of Government review, potential Offerors must submit questions on a Microsoft Word version of the Interested Offeror Questions Form. Information provided with each question shall include the document name, document date, specific page, paragraph, or other definitive citation requiring clarification as per the attachment.
