Description
The purpose of this request for information (RFI) is for market research only. No contract�or agreement is guaranteed from the result of this sources sought. The Government is�researching the availability of specially curated data that is the product of the translation and�synthesizing of global�judicial, corporate, and maritime, aviation, and trade data�and niche data sets from sources that fall outside of the normal reach of the USG due to their scarcity (i.e. cell phone contents of a terrorist leader). Vendor will also share analytical processes and methodologies that include�a range of analytical programs that include, but are not limited to�various forms of geographical information systems, social media, statistical tools,�natural language processing and machine learning techniques in order to enable analysts to�extract information and meaning from messy data. Responses should included the following and are limited to 20 pages: Effectively describe the vendor's ability to deliver unique and/or scarce processed�data pertaining to defense related and illicit�activities of the governments of�North Korea, China and Russia within 30 days of contract award. Acceptable data is translated and will either be structured, semi-structured or includes processes to expedite the integration of unstructured data.� Effectively describe the vendor's ability to share analytical methodologies and processes that will enable the exploitation of�publicly available data to solve national security challenges. Acceptable methodologies must have a demonstrated ability to reproduce accurate results. Vendor should have the ability to provide consultation services remotely. Each Offeror shall submit response electronically via email in a format readable by Microsoft (MS) Word 2010, Adobe Acrobat X Pro, MS Excel 2010, and MS-Power Point 2010. Text shall be single-spaced, on an 8 � x 11 sheet with a minimum one-inch margin all around. Font shall be no less than Times New Roman 10 pt. Pages shall be numbered consecutively. The total size of the response should not exceed 9MB. Response should include the following sections: Offeror�s Understanding of the Problem.� Extent to which the Offeror�s proposal demonstrates a thorough understanding of the requirements and demonstrates a realistic approach to meeting the technical objectives. Responses should demonstrate the Offeror�s clear understanding of the challenge. Offeror�s Approach. Extent in which the Offeror�s demonstrates and ability to deliver valuable, niche and/or scarce data that has been translated, cleaned, integrated with other datasets to make it more useful for discovery and analysis. The response should describe the types of data the Offeror could deliver to the Government in some detail. This section should also include Offeror�s experience with various analytical methodologies and their ability to consult in a virtual environment.
