- N00174-21-SN-0036 Sources Sought Announcement ENGINEERING AND TECHNOLOGY RELATED SUPPORT SERVICES Anticipated Solicitation Number: Agency: Department of the Navy Office: Naval Surface Warfare Center, Indian Head Division (NSWC, IHD) Location: Picatinny Detachment This is a sources sought announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement program.� The NSWC IHD, Picatinny Detachment is conducting market research to determine potential sources to provide engineering, technical and support services to NSWC IHD, Picatinny Detachment's Systems Integration Department in support of Major, Medium and Minor Caliber Gun Systems.� Services under this task order will include database management, engineering, and logistics management. These services will assist the NSWC IHD, Picatinny Detachment in fulfilling its mission. Services will be provided primarily in government or contractor facilities in the United States.� For many tasks, the place of service will be at the discretion of the Contractor. Some tasks, however, will specify the location in the issued technical instruction.� The Government has provided an outline of some of the work anticipated to be completed under the expected engineering and technology related support services as an enclosure to this sources sought document (see Enclosure (1)). The anticipated contract type will be cost plus fixed fee. What/Where to Submit: Interested companies should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact to Naval Surface Warfare Center, Indian Head Division Picatinny Detachment Attn: Michael Anthony, Code 022MA. Please scan your letter of interest and email it to the Contracting Officer, Alex Polster at alexander.polster.civ@.us.navy.mil �and the Contract Specialist, Michael Anthony at michael.anthony@navy.mil with �Engineering and Technology Related Support Services Sources Sought Response� in the subject field. The notice of interest should include a brief description of your company and its capabilities as they relate to the requirements set forth in Enclosure (1), and answers to the following specific questions.� Please limit your response to no more than 5 pages. 1. Is your company a small or large business as defined by the Small Business Administration (SBA) under NAICS code _541330___ (a small business must have 1,000 or less employees) 2. How many employees does your company have? 3. Does your company have a website? If so, what is your company�s website address? 4. Does your company have a satisfactory performance record for the type of work required?� Please provide examples of relevant and recent (within three years) past performance. 5. Given the complexity of the work described in this announcement, including Enclosure (1), please describe your company�s historical experience completing work on similar systems at a similar complexity on the critical systems outlined in Enclosure (1), or briefly describe how your company would be capable of meeting these requirements as of contract award. 6. Does your company maintain a local office within a 250 mile radius from NSWC IHD, Picatinny? 7. Given the complexity and size of the work described in this announcement (Enclosure (1)), does your company plan to submit a proposal in response to the anticipated solicitation for the Engineering and Technology Related Support Services. Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act.� All information shall be provided free of charge to the Government.� �NSWC IHD may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement.� This sources sought announcement is released in accordance with FAR 15.201.� This sources sought announcement is not a request for proposal.� The purpose of this sources sought announcement is to gather information from the market place.� Information provided in response to this sources sought announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract.� No telephone inquiries will be accepted and requests for solicitation packages will not be granted, as a solicitation has not been prepared at this time. Contracting Officer Address: 3rd Avenue, Bldg. 61N, Picatinny Arsenal, NJ 07806-5000 Enclosure (1): Outline of some of the work anticipated to be completed under the expected Engineering and Technology Related Support Services The respondents shall consider the following requirements: The Contractor shall execute engineering, technical, and management support for all three divisions of the Systems Integration Department under the following tasks of the performance work statement. Key areas are: Provide Weapon Systems Science, Technology, Engineering and Logistics Services and Support. Provide technical systems engineering analysis and basic scientific studies of weapon systems and performance. Perform engineering studies necessary to support new concepts designs and programs to support the acquisition cycle. Provide other technical services such as technical documents, drafting, illustrations, etc. Occasionally the Contractor will be required to travel to foreign countries and even hostile areas/war zones to provide services. For many tasks, the place of service will be at the discretion of the Contractor. Some tasks, however, will specify the location in the issued technical instruction.� In performance of these tasks, the Contractor shall have a thorough knowledge and experience in the following areas: �������� Knowledge, skills, and abilities regarding Navy gun weapon systems operations and technologies and ability to provide expert and independent analysis regarding naval gun weapon systems. � �������MIL-STD-882 based system safety programs. �������� Demonstrated ability to provide immediate response to Navy Fleet gun weapon casualties. �������� Navy Data Environment (NDE) and Ship Change Document (SCD) processing. �������� Navy Integrated Logistics Support and ability to prepare and edit technical manuals, provisioning for spare parts, and managing materials used for direct fleet support.
