- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation number is 75N95021Q00383 and the solicitation is issued as a Request for Quotation (RFQ) on a restricted basis, as a BRAND-NAME under the statutory authority FAR Subpart 13.106-1(b) Soliciting from a single source (including brand-name). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; and FAR Part 12�Acquisition of Commercial Items and is not expected to exceed the simplified acquisition threshold. A fixed-price type of purchase order is contemplated for this requirement. THIS IS A NON-COMPETITIVE COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07, dated 08/11/2021. The North American Industry Classification System (NAICS) code for this procurement is 334516 - Analytical Laboratory Instrument Manufacturing. This requirement is a small business set aside. This acquisition shall consist of: Background: The National Institute of Neurological Disorders and Stroke (NINDS) intends to purchase Chromium Single Cell Multiome ATAC + Gene Expression Kits, manufactured by 10X Genomics, Inc. The intent of this order is to purchase Chromium Single Cell Multiome ATAC + Gene Expression Kits, manufactured by 10X Genomics, Inc. to measure single cell gene expression and evaluate chromatin accessibility in human normal and tumor cells. The purchase of the specific single cell kits, manufactured by 10X Genomics, Inc., will be used in ongoing research projects. The continued use of the 10X Genomics, Inc. technology is critical in order to maintain the integrity of the data already generated and analyzed. See Attachment 1 � Purchase Description, for additional details. Brand Name Justification: This requirement is for a Brand Name Only acquisition. The Contracting Officer�s Representative conducted market research by having discussions with potential vendors, utilizing beta.sam.gov, GSA Advantage and the internet to identify vendors to purchase Chromium Single Cell Multiome ATAC + Gene Expression Kits, manufactured by 10X Genomics, Inc. to measure single cell gene expression and evaluate chromatin accessibility in human normal and tumor cells. The purchase of the specific single cell kits, manufactured by 10X Genomics, Inc., will be used in ongoing research projects. The continued use of the 10X Genomics, Inc. technology is critical in order to maintain the integrity of the data already generated and analyzed. Market research identified two responsible sources; however, it was found that 10X genomics is the sole company to manufacture of these reagents and these kits are the only kits available which are compatible with NINDS existing 10X genomics equipment. Although other manufacturer�s sequencing kits are available, the use of other kits would jeopardize the integrity, quality and results from this ongoing research project as they would not be compatible with the 10X genomics Chromium instrument. As such, the subject requirement should be met through a total small business set-side, Brand Name Only acquisition. Purchase Description: The Chromium Controller instrument uses advanced microfluidics to perform single cell partitioning and barcoding in a matter of minutes. Powered by Next GEM technology, the Chromium Controller enables integrated analysis of single cells at massive scale. The goal of experiments in using this equipment is to generate single-cell pituitary tumor/normal�libraries on human and mouse samples. For this purpose, the lab needs to have the Chromium Controller machine from 10X Genomics to run samples. Most of the tissues processed in the laboratory are mission-critical human patient derived tissues. Having an in-house single cell embedding and library generation will significantly improve the efficiency and accuracy of these planned experiments. The machine has capability to capture molecular readouts of cell activity in multiple dimensions, including gene expression, cell surface proteins, immune clonotype, antigen specificity, and chromatin accessibility.� This capability is important to the lab research as we study pituitary tumor/normal�libraries on human and mouse samples. The 10X Chromium kits must be used in conjunction with the 10X Chromium equipment as they are compatible with the equipment for consistency and for prevention of experimental data variability.� Quantity: � 1. 1000230 Chromium Next GEM Chip J Single Cell Kit, 16 rxns �������� Quantity #1 2. Chromium Next GEM Single Cell Multiome ATAC + Gene Expression Reagent Bundle, 4 rxns Quantity #1 Salient characteristics:� The kits are compatible with the Chromium Instrument and therefore no other kits can be used for these experiments and for the purposes described above. ��� � �� � � � � � � � � � � � � � � � � � � � � � � � � � Delivery Date: Within 30 days of award. The contractor shall deliver all kits between the hours of 8:00am and 5:00 pm, Bethesda, MD local prevailing time at 10 Center Drive, Room 5C103, MSC 1400, Bethesda, MD 20892. Extra training is not required to be included. The kit shall be delivered in ice, dry ice, and room temperature (conditions are indicated above) to maintain the temperature. Period of Performance: The shelf life for the kit are 3-12 months, entire kits are planned to be used in 12 months as samples are ready to be processed. The Chromium controller has a 12 month warranty. The provision at FAR Clause 52.212-1 Instructions to Offerors�Commercial Items is applicable to this solicitation. The provision at FAR clause 52.212-2, Evaluation � Commercial Items, applies to this acquisition. The following is provided as an addendum to clause 52.212-2: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, i.e. this RFQ will be evaluated on the basis of Lowest-Price Technically-Acceptable (LPTA). Offeror�s submitting a response must provide a completed Price Quote to be evaluated and considered for award. Price quotes must indicate fixed unit pricing and total cost, including shipping cost and estimated time of delivery after receipt of order, and warranty and training considerations. Under the lowest-price technically acceptable (LPTA) process, Offerors� will be determined to be �technically acceptable� or �technically unacceptable� based on an evaluation of responses against the following factors to determine if, as submitted, the proposal is technically acceptable. Award will be made to the lowest-priced, technically acceptable, responsible offeror. Technical acceptability shall be based on the following: The Offeror must indicate in its quotation the ability to provide all the requirements as specified in the Purchase Description. The Offeror must indicate in its quotation the ability to meet the delivery requirements as specified in the Purchase Description. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Responses to this solicitation must include clear and convincing evidence of the Offeror�s capability of fulfilling the requirement as it relates to the technical evaluation criteria. Offerors may respond with a proposal indicating their ability to provide the technical specifications stated in this solicitation. Responses will be evaluated based on the contractor�s ability to meet the government�s requirements. The Offeror is to include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications�Commercial Items, with its offer.
