Description
Princeton Plasma Physics Laboratory (PPPL) a National Laboratory and Federally Funded Research and Development Center RDC) operated by The Trustees of Princeton University, a US Department of Energy Prime Contractor wishes to solicit proposals in response to Request for Proposal (RFP) 20-123C for a qualified and capable Architect-Engineering firm to provide design and construction administration services for the construction of the Princeton Plasma Innovation Center (PPIC) located at Princeton Plasma Physics Laboratory, 100 Stellarator Road, James Forrestal Campus, US Route 1 North, Princeton, NJ. The proposed new building, PPIC, will consist of multiple stories and provide between 77,500 � 107,000 gross square feet (GSF) of multi-purpose facility. The conceptual design target was ~85,000 GSF.� This multi-story building will include small and medium bay labs, collaboration space, conference rooms and offices for approximately 190 -233 personnel. The project will meet DOE�s High-Performance Sustainable Building (HPSB) standards and strive for self-certification of US Green Building Council (USGBC) LEED Gold v4 BD+C.� Energy conservation, green building principles, and sustainable design are to be included in the design requirements. All design work is anticipated to start Q2 FY22 and conclude Q2 FY23. It is anticipated that the design team will deliver an early procurement package for site preparation no later than Q1 FY23 and the balance of all necessary construction documents for CD-3 no later than Q2 FY23.� Construction administration phase will start Q3 FY23 and run through Q1 FY28. The estimated magnitude of construction is between $50M and $75M.� PPPL intends to utilize the construction manager as general contractor (CMGC) project delivery method for the construction subcontract.� For a detailed description of the required design and construction administration services, please review Statement of Work contained in the RFP. PPPL contemplates award of a firm fixed-price subcontract in accordance with the procedures of FAR Subpart 36.6, Architect-Engineer Services. As a mandatory requirement, potential offerors must have completed a minimum of two laboratory/office projects similar to PPIC scope with construction cost of at least $30M for Architectural-Engineering Design Services for Governmental, University and/or Science Technology clientele. The applicable NAICS code is 541310, Architectural Services. The associated size standard is $8.0M. The proposed procurement is unrestricted (full and open competition). Subcontract award, if any, is contingent of full project funding from the Department of Energy. This announcement shall not commit PPPL�to issue a subcontract for this effort, or to pay any costs incurred by offerors in the preparation and submittal of proposals in response to this RFP.
