Description
The U.S. Army Contracting Command - Rock Island, on behalf of Product Director Demilitarization, intends to issue�a 100% Small Business set aside competitive Request for Proposal (RFP), W52P1J-21-R-0040, with an estimated closing date of 30 days after issuance.. This RFP is for the required services to provide technical consultative support regarding Clean Air Act (CAA) Maximum Achievable Control technology (MACT) Rule requirements for thermal treatment systems, CAA/Resource Conservation and Recovery (RCRA) Act regulatory requirements, and other regulations/proposed regulations which shall include evaluation and assessments of Hazardous Waste Combustor (HWC) health hazards, permitting of thermal treatment systems and training on regulatory requirements and permitting processes for thermal treatment systems. The contractor shall perform Human Health and Ecological Risk Assessments of thermal treatment systems. The contractor shall provide educational consultation which includes on-site training regarding CAA and RCA regulatory requirements for the operation of thermal treatment systems. The contractor shall provide HWC annual operator training on site to include initial (40 hour) and refresher (8 hour) training sessions at 3 CONUS locations. The contractor shall perform technology assessments providing advice, consultation, and analysis of alternative thermal treatment technologies pertaining to applicable state and federal permit requirements. The contractor shall provide design support and operational reviews of proposed and existing thermal treatment systems. The contractor shall perform waste feed characterization to support comprehensive performance test plans (CPTPs), develop Mini-Burn Test Plans, CPTPs and Confirmatory Performance Test Plans (CfPTPs) and shall oversee/conduct mini-burn tests, CPTs and CfPTPs for thermal treatment systems and perform all required air emission testing for thermal treatment systems. The contractor shall also repair and/or upgrade Continuous Emissions Monitoring Systems (CEMS) equipment to maintain compliance and perform audits on the Army�s thermal treatment systems at Army depot locations to ensure compliance. The contractor shall perform CEMS calibration and testing services to ensure ongoing compliance of HWC, as well as performing the required annual Relative Accuracy Test Audit (RATA) of the CEMS annually at 3 CONUS locations. The contractor shall provide regulatory plans in support of compliance with HWC MACT regulations in accordance with 40 CFR part 63 subpart EEE. The Contractor shall provide support for Ammunition Peculiar Equipment (APE) working group meetings as required. The contractor shall perform Depot Audits of thermal treatment systems at Army Depot locations as required.� Lowest Priced Technically Acceptable (LPTA) Source Selection Procedures in accordance with FAR 15.101-2 will be utilized to select the successful offeror. The applicable NAICS code is 541620, Environmental Consulting Services, with a size standard of $16,500,000.00. The U.S. Government intends to award one five-year, Firm Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) contract.� The Minimum Guaranteed Quantity (MGQ) will be awarded concurrently with the award of the contract.� Contractors must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this RFP.
