EDIT: 22-SEPT-2021: Corrected SAM posting bid due time from EDT to PDT. The correct bid due time for today, 22-SEPT-2021, is 02:00PM PDT. Edit: 31-AUG-2021: Amendment 0001 is posted, along with the conformed copy, to add work item 5.54.3 Transformer Maintenance, remove the Liquidated Damages clause, and remove the Bond requirement. Edit 25-AUG-2021: Due to the size, Drawing�681-0879-201 has been provided seperate of the Master Reference document. Edit 25-AUG-2021: Added MasterReference.pdf as the Master Reference document, containing all of the references made in the PWS. Edit 24-AUG-2021: USACE - Safety and Health Requirements Manual�EM 385-1-1 has been attached to the attachments. The U.S. Army Corps of Engineers (USACE), Portland District, intends to award a firm fixed price Job Order under a Master Ship and Repair Agreement (MSRA) for overhaul, maintenance, and repair of Dredge ESSAYONS. Major work items that may be associated with the overhaul and dry docking can be found at the bottom of this announcement. The complete list can be found within the attached invitation for bid (IFB). SITE VISIT (Ship visit): For a Contractor to be determined responsible and eligible for award, a representative of the contractor MUST attend one of the available site visits. The dates for the site visits are: Wednesday August 25 Wednesday September 1 Wednesday September 8 Wednesday September 15 Site visits will be in the Columbia River area.� If a Contractor would like to request a different day to meet their travel requirements, that can be arranged with 7 days of advance notice.� Due to the current Potable Water capacity the vessel is making pier stops approximately every 10-12 days.� Any of these pier stops could be used as an opportunity for a Ship Check without impacting the vessel schedule. The actual pick up locations will be confirmed within 5 days of each visit, with these visits intended to be�no more than 90 minutes away from Portland, OR. Site visits will begin promptly at 9:00 AM Pacific Time. All offerors will be required to wear Personal Protective and Safety Equipment (PPE) that meet the requirements of EM 385-1-1. PPE WILL NOT be provided by USACE. Offerors are expected to bring their own PPE to the site visit. Standard COVID protocol will be followed, as required by the State.� Face coverings will be required, and temperature checks will be done upon arrival. The Dredge ESSAYONS is currently in the operational dredge season throughout the Columbia River. Due to the current operational schedule, the details for the locations of the site visit dates above are subject to change. Some of the potential site visit locations will require a Transportation Worker Identification Certification (TWIC) card to obtain entry. If you do or do not have a TWIC card, please make the Point of Contact (POC) below aware of this information when scheduling the site visit. For those who do not have a TWIC card, an escort will be arranged for pick up from outside of the Port entry point. Prospective contractors must have, or be capable of, entering into a MSRA with USACE, Portland District. Every prospective contractor that wishes to be considered for the award of the job order from the IFB must have an active MSRA for overhaul of the ESSAYONS with USACE, Portland District.
