Description
General Services Administration (GSA) seeks to lease the following office space in Raleigh NC (7NC2166) Notice:� This is not a solicitation for offers, nor is it a request for proposals. The Government will not pay for any costs incurred as a result of this advertisement. Respondents are advised that the Government assumes no responsibility to award a lease based upon responses to this advertisement. Description: The U.S. Government currently occupies office and related space in a building under lease in Raleigh, NC, that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government, will consider, among other things, the availability of alternative space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. The Government will consider space located in existing buildings only.� A minimum of 4,800 up to 6,400 of American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Office Area (ABOA) square feet (SF) consisting of approximately (5,600 ABOA SF of contiguous office space and 800 ABOA SF of nearby securable storage space) within the Area of Consideration set forth below. The Space shall be located in a modern quality Building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum or other permanent materials in good condition and acceptable to the Government. If not a new Building, the Space offered shall be in a Building that has undergone, or will complete by occupancy, modernization or adaptive reuse for the Space with modern conveniences. The Space shall meet minimum requirements in accordance with design standards as described in the GSA PBS-P100 Facilities Standards for the Public Buildings Service Guide (available at: https://www.wbdg.org/ffc/gsa/criteria/pbs-p100 ).� Existing Space: Space in an existing building must be contiguous and located on a single floor (one-story building).� The building must be able to comply with Americans with Disabilities Act and meet security requirements as set forth in the Interagency Security Committee Standards and Best Practices (http://www.dhs.gov/interagency-security-committee-standards-and-best-practices) and be able to comply with recommendations established for Federal facilities by the Department of Justice, Vulnerability Assessment, dated June 28, 1995 (https://www.ncjrs.gov/pdffiles1/Digitization/156412NCJRS.pdf). Parking Requirements: On-site parking must 1) be dedicated for the exclusive use of the Government; 2) be fully compliant with local laws, rules and regulations; and 3) total of no less than 15 spaces.� The minimum required parking spaces shall be handicapped designated The parking area must meet all requirements of local code and be in accordance with Architectural Barriers Act Accessibility Standards (ABAAS) (available at http://www.gsa.gov). Delineated Area: To receive consideration, submitted properties must be located within the delineated area, which is bound by the following roads or must front on any of the following roads: NORTH: Intersection of I-40 at Wade Avenue East to Edwards Mill Road, then North to Glenwood Avenue EAST: Glenwood Avenue East then South to W Morgan Street then West to S Boylan Street, then South to Western Blvd. then East to HWY 70 then South to I-40 SOUTH: I-40 WEST: I-40 West then North to Wade Avenue intersection A map of the delineated area is provided below for further clarification of the boundaries of the delineated area. Lease Term: Full Term: 15 years Firm Term: 10 years Option Term: NONE Submission Requirements: Properties must be identified in accordance with the following four categories: 1. Existing Building; 3. �A clearly stated combination of the above. Please provide the following basic information and descriptions pertaining to the building or site you propose for consideration by GSA.� An assessment of your building or land depends on the information you provide.� GSA reserves the right to eliminate a property that fails to comply with the requirements herein. All submissions should include the following information: Name of owner; Address or described location of building; Location on map, demonstrating the building or land lies within the delineated area; Description of ingress/egress to the building; A statement as to whether the building is currently zoned for medical and medical office use; Description of the uses of adjacent property; FEMA map evidencing that the property lies outside the 100-year floodplain; A narrative and map describing proximity of the building to the nearest bus and/or train stop, and major transportation routes, and Evidence of ownership, if building/site submitted by owner.� Non-Owners (e.g. prospective developers/lessors) submitting a building or land must provide evidence of authority granted by property owner to submit the property to GOVERNMENT for development. Any information related to title issues, easements, or restrictions on the use of the building; and A description of any planned development or construction which will affect the property, including neighboring projects and road or utility line construction. For existing buildings, provide the following information: Age of building; Total existing gross square feet, and gross square feet per floor; Site plan depicting the building and parking; Floor plan and gross square footage of proposed space; and Identification of on-site parking to be dedicated for GSA�s use. Market Survey: The Government will conduct a market survey to evaluate all properties submitted in response to this requirement that meet GSA�s minimum criteria.� The Contracting Officer will make an initial evaluation to determine if the offered buildings/sites meet GSA�s criteria as listed within this advertisement.� If the site meets GSA�s criteria, the market survey team will evaluate properties as follows: 1. Existing Buildings will be scored as Pass or Fail in accordance with GOVERNMENT market survey criteria.
