- Intent to Sole Source VISN 1 Veterans Affairs Medical Centers intend to award a sole source firm-fixed price contract for 1-year of Maintenance and Support of Data Innovations Instrument Manager. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any vendor that believes it can meet these requirements may give written notification to the Contracting Officer by 28 SEP 2021 4:00pm (EST). Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Information can be sent to the Contract Specialist via e-mail at Sarah.Otis@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, Network Contracting Office 1 will proceed with the sole source negotiation with Data Innovations Inc. as noted herein. Costs associated with the preparation and submission of information and/or any follow-up information requests are the responsibility of the vendor and these costs will not be reimbursed by the Government. Verbal and telephonic inquiries will not be accepted. Intent to Sole Source to Data Innovations Inc. for the VISN 1 VAMC s VA New England Healthcare System Network Consolidated Laboratory Data Innovations Software Maintenance and Support Request Request: Vendor will provide maintenance and service support for Data Innovations Instrument Manager Software System that interfaces a wide variety of devices and information systems to a PC via 100+ concurrent connections through numerous standardized and/or proprietary protocols. The product allows the laboratory to automate and manage the work making the laboratory environment highly efficient and productive. Data Innovations Instrument Manager Software System is already in use at all the Lab sites in VISN 1. The equipment is owned by the VA. Purpose: This is a maintenance and support contract request for Data Innovations Instrument Manager Software System across the VISN 1 Labs. This system provides support and maintenance for the Data Innovations HL7 interface, which is a major system. The Data Innovations HL7 interface transmits approximately ten thousand unique laboratory test results per day. It allows for custom computer scripts that can manipulate information received from the hospital DHCP and/or data transmitted from the laboratory instrumentation, before crossing the interface and into the hospital LIS. This maintenance, support and upgrades are required for continuous transmission and reception of data for lab test results, etc. This support is not available from any other source and is proprietary to Data Innovations. They are the developers of this software system and the only vendor authorized to service and maintain their own system. Scope: Maintenance includes the following: Availability of patches, updates, enhancements, and new versions of the software covered. Access to the Driver Download web page for updated and new drivers Access to the Language Locale web pages for updated and new language locale. Individual username and password access to Customer Web Portal (CWP). Allows creation and tracking of support requests. Includes a Knowledge Base. Opportunity to join any of the email notification services. Period of Performance: This request is for a one-year agreement, Maintenance and Support Renewal, beginning October 1, 2021 through September 30, 2022. 5. Security Requirements: The contractor shall follow all Government rules and regulations regarding information security to prevent disclosure of sensitive information to unauthorized individuals or organizations, and shall adhere to all VA Privacy and Security, the Privacy Act and HIPAA requirements when obtaining and reviewing information.
