- Naval Facilities Engineering Systems Command (NAVFAC) Atlantic, Norfolk, VA intends to sole source a contract to JMF Training & Support Specialist, 1206 Lake Point Way, Suwanee, GA 30024 for MII software training including cost estimating principles and fundamentals. The training is intended for the Cost Engineering professional with little experience in using the MII software who will be responsible for the review or preparation of MILCON cost estimates. The MII computer-based training course covers the basic computerized aspects of cost estimating using the latest version of MII, Costbook and other supporting databases and tables, such as crews, equipment, assemblies, labor, etc. Students are required to complete quantity takeoffs and prepare detailed cost estimates, which may require work to be completed outside of regular class hours. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals, or quotations. No solicitation documentation exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System Code (NAICS) is 611430, Professional and Management Development Training, and the SBA size standard is $12.0 million. JMF Training & Support Specialist. JMF is a small business under the applicable NAICS. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. A request for documentation will not be considered as an affirmative response. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. If no written responses are received by 3:00 PM ET, 24 September 2021, the contract will be awarded without further notice. No questions will be addressed. The anticipated award date is 24 September 2021.
