- THIS IS NOT A REQUEST FOR PROPOSAL Notice of Proposed Contract Action (NOCA) for Lebanon Airfield Ops Synopsis: This synopsis constitutes a Notice of Proposed Contract Action (NOCA), by the Air Force Materiel Command, Life Cycle Management Center, Battle Management Directorate, Aerospace Management Systems Division, Foreign Military Branch, AFLCMC/HBAK, Hanscom AFB, MA 01731. This synopsis is for a proposed contract, IAW FAR 5.201 for which the Government intends to solicit in accordance with FAR Part 15 as a full and open competition. The purpose of the proposed contract action is to provide the Lebanese Armed Forces with one (1) (PAPI), one (1) (ILS/DME), two (2) DVOR/DME and associated support equipment, familiarization training, and support services.� This notice neither constitute a Request for Proposal (RFP), nor an Invitation for Bid (IFB), nor does it restrict the Government in any way as to the ultimate acquisition approach. The Government will not pay for any information received in response to this NOCA nor will the Government compensate a respondent for any costs incurred in developing the information provided to AFLCMC/HBAK. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
