- Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference#: N00244-21-Q-0304. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed price (FFP) contract under the authority of FAR Part 12 Acquisition of Commercial Items and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government�s needs, to: International Business Machines Corporation 6710 Rockledge Drive Bethesda, MD. 20817-1834 The North American Industry Classification System (NAICS) code for this requirement is 334112; the business size standard is 1250 (# of employees). The objective of this sole source award is to provide the Fleet Numerical Meteorology IBM Elite Spectrum Scale Service Extension for OEM/MFG software extension support for existing IBM Spectrum Scale software licenses running on the Commands RHEL 6 operating system on the Primary Oceanographic Prediction System, Meteorology (POPS-MET). Maintenance for these systems is compulsory and essential to meet the operational mission of POPS-MET. IBM Spectrum Scale licenses provides data storage and protection capabilities required for POPS-MET to provide the United States Navy with accurate meteorological and oceanographic forecasts and reports to support world-wide Fleet Operations. *This requirement provides the extended support for base Scale Licenses purchased separately* This notice of intent is not a request for competitive quotations. Contractors interested in responding to this notice are required to submit a capability statement that demonstrates ability to provide the requested supply and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the the IBM extension products and proof as being an authorized distributor of the product. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 8:00 AM PST, September 27, 2021.
