- �The Air Force Flight Test Center at Edwards Air Force Base has a requirement for Water testing. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is a request for a quote (RFQ) The NAICS code is 541380. This requirement is a 100% small business set aside. Description of the requirement is as follows: General. This is a non-personnel services contract to provide Edwards Air Force Base (EAFB) with laboratory analytical services in support of our Safe Drinking Water Act program. The government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the government. 1.1.1 Description of Services/Objectives. The contractor shall provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform laboratory analytical services in support of our Safe Drinking Water Act program for EAFB as defined in this Performance Work Statement (PWS) except for those items specified as Government Furnished Property and services. The contractor shall perform to the standards in this contract. This includes the planning, coordination, and surveillance of the activities necessary to ensure disciplined work performance and timely resources application to accomplish all tasking under the contract. The contractor shall be responsible for maintaining communication with the contracting officer (CO) and the contracting officer�s representative (COR), and to immediately notify both the CO and the COR of any problems that would prevent timely performance of this contract. The contractor is responsible for and required to implement, and maintain management control systems necessary to plan, organize, direct, and control all activities under this contract. 1.2 Background. [Routine (compliance monitoring) and emergency/ short-notice laboratory analysis is required to comply with the Safe Drinking Water Act and California Water Boards monitoring parameters for Edwards AFB installation and its satellite installation, the Air Force Research Laboratory (AFRL). EAFB requires the contracted laboratory to supply sampling containers with appropriate preservatives, shipping labels, and chain of custody forms. 1.3 Inherently Governmental Function. The contractor shall not perform inherently governmental functions as defined in FAR Subpart 7.5 in relationship to this PWS. 1.4 Period of Performance. This is a 5 year contract with 1 basic year and 4 option years. 1.5 Place of Performance. The contractor shall perform the services for Edwards Air Force Base, CA at the off-base location of the contracted laboratory. The contractor shall send a courier to Edwards AFB to pick up samples; however, all analyses shall be processed at the contracted laboratory location. 1.6. Specific Tasks. 1.6.1 Sampling Containers and Documents. The contracted laboratory shall provide sampling containers for each sample with the required preservatives, sampling materials, shipping labels and chain-of-custody forms. All containers and preservatives provided by the contractor shall be new and free from contamination which could interfere with the analyses of the samples. 1.6.2 Laboratory Analytical and Quality Assurance/Quality Control (QA/QC). Contractors will pick up water samples from Edwards AFB by use of a courier. Appropriate security clearance will be granted to the courier to gain access to the installation in order to accomplish sample pick up. In the event that the courier cannot gain access (due to extenuating circumstances such as expired certifications, change in personnel, or etc.), the contracted courier will meet Bioenvironmental Engineering technicians at one of the open gates for sample delivery. All laboratory analytical procedures, sample holding times, and QA/QC tests shall follow the National Environmental Laboratory Accreditation Program (NELAP) standards as required by CWB ELAP. The contractor shall provide valid, quantitative results for all analyses performed. The contractor also shall provide all QA/QC test results required by NELAP and obtained in the course of analyzing Edwards AFB samples with the result sheets. The result sheets shall include the certification and statement referred to below. The minimum detection limit (MDL) for each test shall be as defined in the standard methods manual (most current edition). For parameters where a detection limit is not listed, the contractor shall maintain detection limits at or below the applicable California Primary or Secondary Drinking Water Standards. The laboratory shall provide a written statement of certification guaranteeing that acceptable methods were performed for each parameter. This statement and certification of performance must include the method number or reference number employed by the contractor to obtain the concentrations or quantitation for each test. This statement and certification shall be signed by the laboratory supervisor and shall be provided with the sample data reports. Edwards AFB and the appropriate laboratory command of the USAF reserves the right to visit and inspect all laboratory facilities and review all techniques used by the contractor in fulfilling the obligations of this contract.
