1605AE-21-N-00024 Replace HVAC and Roofs at Gym, Dorm and Main Buildings at the Benjamin L. Hooks Job Corp Center in Memphis, TN The US Department of Labor, Office of Job Corps Acquisition Services, has a requirement for a qualified company to provide Design and Construction Administration services for the replacement of the Roofs and the roof and ground mounted HVAC units and controls at the Gym, Dorm and Main Buildings at the Benjamin L. Hooks Job Corp Center located in Memphis, TN. THIS IS A SOURCES SOUGHT NOTICE.� In accordance with Federal Acquisition Regulation (FAR) 10.002(b) (2) (i), this notice is issued for the purpose of conducting market research.� Market research is being conducted to determine if there are potential businesses with the capacity and experience to perform the required work.� This Notice is not to be misconstrued as an Invitation for Bid or Request for Proposal.� There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.� The full extent of the work will be described in the solicitation, which may follow at a later date.� However, a summary of the services to be performed is provided as follows.� The work includes design and construction administration (CA) services for the replacement of failing roof mounted and ground mounted HVAC units and controls which are failing in the Building No.1 (Dormitory), Building No. 2 (Gymnasium), and Building No.3 (Main Building). Also included is the roof replacement and repairs at all three buildings. A summary of the work is outlined below: Dormitory Building 1:� Replace 27 roof-mounted exhaust fans. Install Code required service receptacles for the roof-mounted equipment. Replace the existing membrane roofing system with a new EPDM roof system totaling approximately 27,000 square feet (sf). Gymnasium Building 2: Replace all HVAC equipment and programmable thermostats (1 rooftop packaged, 3 on-grade packages and one split heat pump). Replace the exhaust fans for Men's and Women's locker rooms and janitor closet. Repair, prep, and recoat the existing metal roof system totaling approximately 16,000 sf. Main Building 3: Replace 18 rooftop packaged units and controls. Clean all re-used ductwork. Provide new HVAC return system in Student Personnel office and in Non-Resident room locations. Provide supply air to the CDD/CTS office locations. Provide exhaust ventilation in two janitor closet locations.Install a new HVAC split ductless system for the Carpentry shop. Replace existing membrane roofing system with a new EPDM roofing system totaling approximately 58,000 sf. The estimated price range is between $1M and $5M. Firms interested in this requirement are requested to submit a statement of qualifications. Your statement of qualifications shall demonstrate the capacity of your firm to perform the services described above, and should include the following information: Pertinent factors for consideration of qualifications (in order of importance) 1. Previous projects of similar Scope and Value A. ���� A/E has provided both Design and Construction Administration (CA) services on two (2)�or more major HVAC Equipment and� � � � � �controls projects located at operating facilities or�Educational campuses with a $1M to $5M constructed value range within� � � � � � � �the last five (5) years. �B. ���A/E has provided both Design and CA services for two (2) and more commercial roof�replacement projects in the last five (5)� � � � � � years. �C.. ���A/E has provided both design and CA services on at least one (1)�project encompassing�Hazardous materials remediation. � � � � � Provide previous project examples which shall include the location of the project (City,�State), the project owner, a brief and� � � � � � � concise description of the project scope, specialty�Design consultants employed, a comparison of the construction budget� � � � � � � � versus construction�Award value, the final contract amount, and a brief and concise description of the CA services provided. 2. Project Location � � � � � A/E has completed three (3)�or more Design and CA services projects in the region of the�Country the project is located in� � � � � � � � the�last five (5) years indicating familiarity with State and Local�Codes, environmental conditions, economic conditions, and� � � � � � � �experience/qualifications of local�Design consultants. Your project examples shall include the location of the project, the project owner, a brief description of the services performed.� Your synopsis should also include the date of contract award, the original and final date of contract completion. Using the previous project examples indicate the original contract price and final contract value.� The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; and 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements. Your submission should not exceed 10 pages.� Your response to this Notice, is due no later than October�11, 2021, by 2:00 PM EDT, and submit via, email to Joseph Manney, Contract Specialist, US Department of Labor/OASAM/OSPE/JCAS, A&E Construction, at manney.joseph.r@dol.gov. �HUB Zone, Small Disabled Veterans, Small Disadvantaged Businesses, 8(a) Businesses as well as Large Businesses are encouraged to submit.� NAICS Code for this requirement is 541310 Acknowledgment of responses will not be made, nor will respondents be notified regarding the results of the Government�s evaluation of the information received.� The determination to proceed with the acquisition is within the discretion of the Government.
