- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for quote (RFQ) and it does not obligate the Government to award a contract. Request for a solicitation will not receive a response. The purpose of this sources sought announcement is for market research to make the appropriate acquisition decisions and to gain knowledge of potential qualified sources and their Small Business Administration (SBA) size classifications in relation to North American Industry Classification System (NAICS) 541330. The Department of Veterans Affairs, NCO 16 is seeking a source to provide a Senior Engineer with an estimated 6 months on station as outlined in the draft Statement of Work. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Draft Statement of Work 1.0. OBJECTIVE The objective of this contract is to provide the Government with the required consultative support services in the area of Engineering Program Management and Related Services. The required consultative support services needed to support Engineering, operations, renovations, and new construction requirements include, but not limited to: Engineering, M&O, , design services, procurement services, construction services, claims service, administration services, and technical specialty services. 2.0. SCOPE The government requires a broad range of professional and technical consultative assistance related to operations, renovation, and new construction programs. This includes assistance in the areas of management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, cost control, and general oversight of design & construction programs. The Contractor will assign a Senior Engineer who will coordinate all services to be performed for the facility. The Contractor s Senior Engineer will receive direction from the Associate Medical Center Director, for each specific project assigned to the Contractor. The Senior Engineer will offer mentoring and guidance to Engineering in resolving the issues identified in the Engineering Program Review. The Senior Engineer will assist with developing Policies, Procedures, and Management Plans. The Senior Engineer will also assist with completing the Action Grid Matrix from the Engineering Program Review. 3.0. TASK AREAS The contractor shall, as directed by the individual project task order, support activities related to all or some the following areas described in each of the following task areas: Task Area 1: CONSTRUCTION PHASE SERVICES The contractor shall provide construction phase support service that include: The CM shall provide construction phase services when requested by the COR which may include, but not be limited to, the services set forth below. The CM shall promptly submit all records relative to the construction phase to the Government for filing and retention. Set up job files, working folders, and record keeping systems to be used on the projects. Maintain logically organized construction files and record all incoming and outgoing communications. Maintain logs for registering receipt of required submittals, posting dates received and actions taken. Monitor the submittal process to ensure timely submissions, approvals of shop drawings, approvals of samples of materials, other submittals, and provide photographs of the different phases of construction not less often than once every two weeks to support submittals, or as instructed by the COR. Notify, in writing, the parties delaying any submittals. Progress and Final Photographs. All photographs shall be taken by a competent commercial photographer experienced in architectural photography. For each building, structure, or space under contract for renovation or construction, the CM shall provide: Monthly- Six separate shots in color each month of progress photographs in sharp focus, approximately 8 x10 inches, mounted on 8-1/2x1 1-inch hardboard. Photographs shall be taken on the first working day of each month, whether or not any work was done during the preceding month. Take the photographs from points selected by the COR. Label each photograph with a description (what and from where taken), name and location of building, Contractor's name, type of photograph (progress, special, final), and date taken. Final color photographs, reproduced in duplicate, when the projects are complete, taken on a bright, sunny day. They shall be produced with such artistic skill as to be suitable to the COR for exhibition and reproduction Mechanical Equipment. Color photographs of mechanical equipment, reproduced in duplicate, and taken from points selected by the construction manager. Maintain computerized financial records and budgetary information on the construction projects, listing in spread-sheet format all obligations, actual disbursements, and potential expenditures. Maintain current the complete budget status on the projects. Report to the Government not less than monthly on the status and projected final costs of the projects. Schedule and conduct weekly progress meetings with all concerned parties to review the projects, discuss problems, and resolve issues as necessary. Arrange for and participate in the pre-construction conferences. The CM will also take minutes of these meetings and provide copies of written reports to the COR and all attendees within 7 calendar days. Such minutes/reports shall be fully descriptive of issues, problems, decisions, etc. Prepare any special reports that may be required by the COR. Inform the COR on the progress of construction work and any activities that affect the Buildings Management or occupant agency personnel. Review and provide recommendations on the construction progress schedules. Monitor construction progress. If progress falls behind the established schedules, recommend appropriate actions to the COR. Annotate the progress schedules on a monthly frequency showing actual progress achieved and any delays in the schedules. Provide for various on-going services as follows: Cost estimating. Hazardous materials assessments. Site logistics reviews. Assistance in obtaining warranties. Claims avoidance. Cost reductions. Coordinate resolutions of punch lists. Occupancy scheduling. Provide drafting services as needed for as-built drawings, with CADD. Monitor the design clarification process and remind A-Es and other parties involved of the need for timely actions. Maintain logs of all clarifications requested. Provide written notifications to those firms requesting design clarifications, inform them of delays that may be caused, and advise the COR accordingly. Provide miscellaneous drawings and/or sketches as needed for clarifications or changes. Perform reviews of shop drawings and submittals as instructed and provided by the COR. As-Built Drawings- Maintain at the job sites a current marked set of working drawing prints and specifications (obtained from the Government during the design phase), indicating thereon all changes and deviations from original construction contract documents. Check these marked prints against those maintained by the construction contractors as changes occur; reconcile any differences. Upon completion of construction, deliver the marked set of documents and drawings to the A-Es. Prepare documentation relating to contract project phases, including scopes of work, schedules of submissions, cost estimating, etc. Within two (2) working days of notice that a situation or occurrence warranting a change order has arisen, provide written analyses to the COR addressing recommendations for change orders including all direct costs and potential impacts on project scheduling. For all construction change orders, the CM shall provide a detailed justification concerning any additional construction performance time, from initiation of the change orders through their issuance, procurement of materials, deliveries, installations, and inspections. Relative to any change orders, the CM shall separately address and justify the impact on this contract as to the services affected, levels of effort, and pricing; further, as a part of all such documentation, the CM shall also include time, labor, materials, and cost reduction alternatives for both CM services and the construction work involved. Upon request, assist the COR in negotiations by providing technical support, prepare the necessary negotiation documentation, and maintain logs of both authorized and disapproved change orders. Monitor construction contractors' compliance with labor standards provisions and advise the COR of any noncompliance. Report on construction contractors' compliance with current safety regulations and standards. Prepare progress inspection reports, daily logs, and documentation of inspections. Inspect work performed by the general contractors for conformity with the requirements of the construction contracts. Maintain list(s) of observed defects and omissions. Provide copies of the list(s) to the construction contractors and the COR and whenever changes are made to the list(s), provide copies of those changes to the construction contractors and the COR. Inspect materials and/or workmanship to assure compliance with all construction requirements. Where defects may be covered by ensuing work, the CM will arrange for additional reviews by the Government before the construction work proceeds. Recommend rejections of materials and/or workmanship not conforming to contract requirements. Provide written analyses supporting any such rejections. Review all requests for payments submitted by the construction contractors. In all cases, submit recommendations concerning approvals to the COR within 3 calendar days of dates payment requests are received. Review all pay vouchers submitted by construction contractors in accordance with Davis-Bacon Act requirements. In all cases, review, verify, and report the results to the COR within 3 calendar days. Task Area 2: DEVELOPING MANAGEMENT PLANS AND POLICIES The contractor shall provide support services that include: -Assist with completion, monitoring, report out on items within the Engineering Program Review Action Plan. This will include twice weekly meetings with the Associate Director for updates. - Review policies and procedures and in consultation with leadership make corrections to the policy or procedures. - Review VHA Directives applicable to the Engineering Program and modify local polices and procedures as required to comply with the Directive. -Provide guidance and recommendations to senior leadership on subject matter contained within the Engineering Program Review Matrix. Develop a system to manage all drawings. This includes IFC and as-built drawings. Recommend any organization changes within the Engineering Service to the Associate Center Medical Director. 4.0. KEY PERSONNEL The Construction Management Contractor shall provide a Senior Engineer who shall oversee all aspects of the Engineering Program and the Engineering Program Review Action Plan. The Senior Engineer will work with local Engineering staff to ensure completion of the identified tasks. Senior Engineer will be responsible for administrative duties such as reporting out on the Action Plan, meeting with leadership to provide updates and providing guidance to leadership. The Associate Director will provide the contractor instructions of what is needed for each assigned project. Note: A copy of each contract employee's certified timecard shall be electronically provided via email or hard copy to the COR for each pay period from the Program Manager/Company. Contractor shall provide a brief one paragraph synopsis of the Senior Engineer, as well as the resumes of initial team of contract professionals (see list of required disciplines below) anticipated to be assigned in support of the CM Task Order. Note: Contractor shall be aware that resource requirements may fluctuate throughout the life of this contract and therefore the contractor shall be prepared to adjust resources based on VA construction program requirements. 5.0. POSITION QUALFFICATIONS The contractor shall provide subject matter support services that meet or exceed the qualification(s) as defined below in performance of the services anticipated per this Performance of Work Statement. (5.1) Sr. Engineer Education: Bachelors of Science Degree in Engineering from an accredited ABET University. Professional Experience: 10 years of experience in engineering (civil, structural, mechanical, electrical, safety, etc.) and construction management of buildings and structures, Familiarity with scheduling, cost estimating, and overall design integration is necessary. Professional experience should also include ability to review and resolve engineering issues associated with Engineering, M&O, and construction. Functional Responsibility: Senior leadership and mentorship. Also, provides decisive guidance and direction in regard to the management of technical aspects of engineering related to active projects and staff involvement. . Is responsible for the overall engineering management, while on station during this contract. 6.0. VA Information and Information Security Tier 1: Low Risk/Non-Sensitive Investigations conducted to this standard are for positions designated at low risk, non-sensitive, and for physical and/or logical assess, pursuant May 2, 2016 VA Handbook 07109 to Federal Information Processing Standards 201 and Homeland Security Presidential Directive-12, using Standard Form-85. This investigation is similar to the National Agency Check with Inquiries (NACI). See Section D, Attachment VA Information and Information System Security Privacy in regard to contractor's responsibilities to contractor personnel.
