- SOURCES SOUGHT� The U.S. Army Contracting Command � Redstone (ACC-RSA) is issuing this Sources Sought as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for�providing country-specific unique component publication revisions services for unique Black Hawk Helicopter configurations for one Foreign Military Sales (FMS) Customer.� The result of this market research will contribute to the determination of an appropriate acquisition strategy for the government.� The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 323117.�� The Government anticipates awarding a Firm Fixed Price (FFP) contract.� The effort estimates to be up to a 60-month period of performance (PoP).� This Sources Sought will be for informational and planning purposes only and does not constitute a solicitation.� This is not an Invitation to Bid (ITB) or Request for Proposal (RFP).� No contract will be awarded as a result of this request.� Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government.� All information received in response to this Sources Sought that is marked �proprietary� will be handled accordingly and will not be returned.� In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� Respondents are responsible for all expenses associated with responding to this Sources Sought.� The purpose of this Sources Sought is to identify potential sources capable of providing Publication Revisions Services for existing Operator manuals and Maintenance Support manuals already developed for modified Black Hawk Helicopters (UH-60M).� The Contractor shall provide all required personnel, materials, and support necessary to perform the annual revision services. The Contractor shall provide a program management (PM) point of contact (POC) who shall manage and coordinate the delivery of the unique technical publication revisions and be the focal point of contact for interface between the contractor, and the US Government.� The Government does not own and cannot provide the technical proprietary data necessary to perform these services.� The contractor shall ensure they have access to the necessary original equipment manufacturer (OEM) technical data needed to perform 100% of the services required. If your organization has the potential capacity to perform 100% of this contract service, please provide the following information:� 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; 2) Tailored Statement of Capabilities (SOC) addressing the particulars of this effort, with appropriate documentation, supporting claims of organizational and staff capabilities identifying corporate experience in providing some or all of the tasks outlined in this Sources Sought. The Government will evaluate market information to ascertain potential industry capabilities to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; and 3) implement a successful project management plan that includes: compliance with tight program schedules, cost containment, meeting and tracking performance, hiring and retention of key personnel, and risk mitigation. Capability Statement Interested contractors shall submit their interest and capabilities in providing the services required in the Sources Sought document above.� Your answers to the questions below will provide information that will be used to determine a contractor�s capabilities to perform the work. How many years has your company provided Publications Revision Services, and were they for Foreign Military Sales country unique configurations of a Black Hawk Utility Helicopters 60M? Have you worked in Foreign Military Sales for the US Government? If so, what countries have you provided this support to? Please provide at least five (5) relevant references/sources the US Government can contact for your Publication work.� Provide customer references, locations, scope of effort, dollar value, and dates for efforts performed within the past five years. If awarded this effort, how quickly can you respond to this requirement?� How quickly can you obtain the required data from the original equipment manufacturer (OEM) Sikorsky Aircraft Corporation (Sikorsky) to complete this requirement? Would you be proposing on this project as a sole contractor, prime contractor of in a contractor team arrangement?� See FAR subpart 9.6.
