Description
This is a Request for Information (RFI) as defined in FAR 15.201(e). The Department of the Navy, Naval Sea Systems Command (NAVSEA) Program Executive Office, Unmanned and Small Combatants (PEO USC) Naval Special Warfare (PMS 340) is seeking information regarding industry�s technical capability, availability of existing products or solutions, and potential approach to develop and deliver the capabilities described herein that meet the Government�s needs.� The Government is seeking interest from U.S. owned and operated companies as defined at FAR 52.225-1, to include small business participation. The small business size standard for NAICS 334511 is 1,250 employees. Responding to this Notice: Interested parties shall submit a whitepaper identifying any current technical capability, availability of product/solution, or a proposed technical approach that addresses the following:� 1.�� �Requirement: Small, tethered Unmanned Aerial System (UAS) capable of autonomous launch and recovery from a maritime host platform, and comprised of the following components:� a)�� �Tethered Unmanned Aerial Vehicle (UAV) configured with a HD video camera; Ingress Protection: IP57 b)�� �Hand-held UAV controller configured with appropriate graphic user interface (GUI); Ingress Protection: IP68 c)�� �Tether capable of transmitting power from the maritime host platform to the UAV and transmitting/receiving data to/from the UAV d)�� �Tether management system e)�� �Components are transportable in one (1) container and meet transport canister dimensions: 36�W x 24�L x 15�H; Container Ingress Protection: IP58 2.�� �The tethered UAS shall meet the required technical specifications and capabilities identified below, and in the supplemental Attachments (1) Enhanced Technical Specifications and (2) Concept of Operations (CONOPS): a)�� �Meet the requirements for safe operation and function by personnel in the water b)�� �Have the ability to autonomously launch from a maritime host platform and autonomously hold station at altitude (? 60�)� c)�� �Be autonomously recovered to the host platform� d)�� �Meet system power consumption requirement (? 1750W) 3.�� �Data Rights: For the product and capabilities outlined above, provide details on any potential limitations in technical data rights (i.e., what potential data rights limitations exist that could impact future full and open competition of follow-on production?). What options exist to maximize open source development? 4.�� �Address the ability to design, fabricate, test, and deliver the Tethered UAS prototype within 15 months of contract award.� 5.�� �Answer the following questions (optional): a) �Do you plan to complete the task independently, or will you subcontract the work? What portions do you anticipate subcontracting?� b) �Does your company have the ability to contribute IRAD toward this capability? c)� What barriers would you anticipate (e.g., Environmental, Technical, Mechanical)? d)� What is your anticipated approach to meeting the 15-month timeline for a prototype delivery? 6.�� �Company Information (excluded from page limitation): Company Name Company Address DUNS Number CAGE Code Website address Technical Point of Contact (Name, Email Address, and Telephone Number) Business Size Status (e.g., large, small, HUBZone, SDB, SDVOSB, VOSB, WOSB) Level of Facility Clearance The following references will provide the performer with technical and safety information: ��� �DoD Standard Practice - System Safety, MIL-STD-882E, 11 May 2012 (Sections 3 and 4 only) ��� �Safe Use of Electricity Underwater, IMCA D 045 Submission Instructions: Respond to the POC listed below with a signed TOU Agreement before the two supplemental Attachments can be provided. Interested parties shall be U.S. owned and operated. � Responses to this Request for Information notice shall be UNCLASSIFIED and shall not exceed fifteen (15) pages in length, excluding the cover page containing company information. Responses shall be composed using Times New Roman, 10-pt font and submitted in Microsoft Word 2010 or searchable Adobe Acrobat Portable Document Format (PDF). Each submission shall be electronic (virus scanned) and sent via email to the Point of Contact(s) listed below. �Please submit your email with the subject line, �RFI Tethered UAS: [Company Name].� Telephonic and oral responses are not acceptable. All responses must be received on or before the �Response Date� specified above. NO CLASSIFIED MATERIAL SHALL BE SUBMITTED UNDER ANY CIRCUMSTANCE. DISCLAIMER AND IMPORTANT NOTES This RFI notice is issued for informational and planning purposes only and is not to be construed as a commitment by the Government to issue a solicitation or award a contract. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. As such, the Government will not reimburse any costs associated with responding to this notice. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents should properly mark their responses with the appropriate restrictive markings. Information that is proprietary or competition sensitive may be protected from disclosure under the public records law only if properly labeled as such. The Government may not respond to any specific questions or comments submitted in response to this RFI notice or information provided as a result of this RFI. Any information submitted by respondents as a result of this RFI notice is strictly voluntary. Respondents will not be notified of the results of this notice. The information obtained from submitted responses may be used in the development of an acquisition strategy and future solicitation. If a solicitation is issued, it will be announced later via beta.sam.gov and all interested parties must respond to that solicitation announcement separately from the response to this RFI. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. �
