- This effort requires services for the engineering design skills, manufacturing skills, quality testing skills, repair data, expertise, capabilities and experience to meet qualification requirements for sustainment of the Rudder Servoactuator (RSa) Program and associated systems for the United States Air Force (USAF), to include Air National Guard (ANG), F-15 aircraft. These services include: 1) qualification testing of existing prototypes, 2) to build three (3) flight test units, which includes providing engineering/logistics services to sustain existing prototypes, and 3) to perform the necessary logistics planning and to provide engineering services to enable the long-term sustainment of the new replacement RSa. This�contract action was executed as a sole source acquisition in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Moog, Inc. is the owner of the proprietary data and is also the only known vendor that possesses the materials, expertise, tools, and equipment necessary to perform the F-15 Rudder Servoactuator prototype development. The period of performance for these services is 42 months, occurring from Fiscal Year 2021 - 2025 which includes a base year of 12 months, two (2) 12-month Options, and one (1) 6-month Option to extend services. This task order, FA8505-21-F-0028,�was issued against subsumable contract, SPE4AX-21-D-9415.�The subsumable contract was issued under the terms and conditions of basic contract SPE4AX-17-D-9415. This effort has been determined within the scope of the Class J&A under basic contract SPE4AX-17-D-9415.�Therefore, a separate, individual J&A document was not required.
