- Description: The Naval Sea Systems Command (NAVSEA) will be conducting an Informational Meeting/Industry Day on the development of future ship Integrated Power Systems (IPS) being considered for eventual inclusion in the DDG(X) Guided Missile Destroyer program.� This meeting will be the initiation of a series of interactions to ensure the power and propulsion system industry base is situated to respond quickly to Navy requirements for new power generation and distribution, energy management, IPS plant controls, and propulsion systems.� Industry days such as this one and any follow-on meetings are technical interchange meetings to inform the attendees of notional development plans and status of the concepts that may be of interest associated with shipboard electrical power and energy architecture as well as the enabling technologies.� The Industry Day will be broadly focused on the notional DDG(X) ship acquisition schedules; the role of the DDG(X) Guided Missile Destroyer Program Office (PMS 460) organization and relationships with key governmental and industry stake holders; high level ship and IPS technical requirements derivation from Top Level Requirements; the present status of the IPS design trade space; plans for IPS digital engineering, surrogate testing at a Navy land based engineering site to reduce critical system risks, and overall risk management plans; and integration of the IPS in the DDG(X) notional ship concepts.� Presentations will be provided by DoD subject matter experts.� Discussion will also include how any industry available and provided simulation models could be run through shipboard representative plant simulations hosted at the Naval Surface Warfare Center Philadelphia Division (NSWCPD) and at the Florida State University Center for Advanced Power Systems (FSU-CAPS).� Feedback from industry prior to the Industry Day on other potential topics is highly encouraged and should be directed to the points of contact noted below.� The Navy will consider each submission provided in a timely manner and will attempt to address each request during the event, to the extent allowable and relevant to the stated purpose of the event, or may be considered for subsequent events or announcements. �Subsequent to the Industry Day, one-on-one meetings may be scheduled for direct industry feedback on the materials discussed, with a priority given to industry members who have significant background in IPS components, systems and overall integration.� The National Defense Authorization Act for Fiscal Year 2020 states that Milestone B approval may not be granted for the next new class of Navy large surface combatants unless the class � incorporates prior to such approval � (2) final results of test programs of engineering development models or prototypes for critical systems specified by the Senior Technical Authority � in their final form, fit, and function and in a realistic environment, which shall include a land-based engineering site for the propulsion system.� The Navy has engaged Huntington Ingalls Industries (HII) and Bath Iron Works (BIW) to get shipyard perspectives on the planning schedules and early stage concepts for the DDG(X) based on their experiences with the DDG 51 and DDG 1000 shipbuilding programs.� The Navy has asked HII and BIW to provide a summary of where they think the IPS, that is a critical system on the DDG(X), fits in to the overall development and shipbuilding schedule, when major events would be necessary in the development to offset critical system risks, how the Navy�s test site activities map to the shipbuilding schedules, what the IPS integration activities should be, and when major system requirements should be stabilized and major hardware procurements would be necessary to support the overall shipbuilding schedule.� No decisions have been made at this time regarding what specific hardware will be a part of the DDG(X) baseline, or who from industry will have a role in the IPS during design and construction. As this is not a solicitation, no attendee firm should view this as an opportunity to exhibit its qualifications or technical merit that distinguish itself from others in attendance. �Questions and conversation that appears to steer in this direction will be discouraged.� Note: This is NOT a ""bidders conference"" and this announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind. The Government will not assume liability for costs incurred by any offeror for presentations, marketing efforts or data offered for examination; therefore the cost of preparing information in response to this notice is not considered an allowable direct charge to the Government. Please limit attendance from each company to three (3) individuals as the total attendance will be limited.� Attendees must be US Citizens or Permanent Resident Aliens and must represent bona fide US Department of Defense (DoD) contractors as the presentation materials may include controlled unclassified limited distribution information.� Evidence in the form of a completed DD Form 2345 (MILITARILY CRITICAL TECHNICAL DATA AGREEMENT) signed by both the DoD and Canadian Official will be required prior to registration and must be provided to the contacts identified below or attendance will not be permitted.� Note: only completed DD Form 2345s signed by the US and Canadian designated officials will be accepted and not incomplete forms signed only by the company.� Please pre-register via email to the following addresses no later than Friday August 20, 2021 at 4:00 pm Eastern: michael.e.poston2@navy.mil and joseph.tannenbaum.civ@us.navy.mil.� Registration will be confirmed via a responding e-mail.� Failure to register will prohibit admittance.� Please provide the planned attendee�s name, company, position title, city, state, phone and e-mail address in addition to the fully executed DD Form 2345.� No recording of any kind will be allowed during the meeting. It is understood that the present Global pandemic may impact attendance at this Industry Day.� Subsequent to the event, the Government intends to provide the presentation material and a list of attendees to the participants in the Industry Day and will establish a process for providing this information to members of industry that could not attend in person, minimally to include the proper qualification noted above of being a bona fide US DoD contractor.� Inability to attend the Industry Day in-person does not prejudice any subsequent interactions with the Government or consideration of potential technology solutions. Date and Time: Tuesday August 24, 2021; registration will begin at 0800 followed by the meeting start at 0900, the anticipated adjournment will be no later than 1300. Location: The Industry Day will be conducted at a suitable conference room with sufficient space in the vicinity of the Washington Navy Yard, Washington DC 20376. �Attendees will be informed of the exact location prior to the meeting be direct correspondence from the points of contact noted above. �Attendees are instructed to follow the COVID-19 guidance for indoor events conducted in the District of Columbia, which presently mandates mask wearing for all individuals regardless of vaccination status.� Information will also be provided to attendees in advance of the Industry Day that includes driving and parking information.
