- INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build Relocate Primary Care to B205 Construction project at the Togus VA Medical Center (VAMC) located at 1 VA Center, Augusta, ME 04330. PROJECT DESCRIPTION: Contractor shall completely prepare site for building operations, including demolition and removal of remaining existing structures, and furnish labor and materials to renovate the second floor of building 205 (16,856 sq ft) at the VA Maine Healthcare facility (Togus) in Augusta, ME 04330 as required by the drawings and specifications. This will be a phased project that will allow for consolidation of all primary care services currently at Togus to be in the same building and on the same floor. Renovation will convert the existing floor plan to a layout that will contain universal PACT compliant patient exam rooms, staff offices and workspace, conference rooms, mechanical and IT spaces, and connecting corridors for both patients and VA staff. ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation is anticipated to be issued in August 2021. The period of performance is approximately 730 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers.
