Description
THIS IS MERELY A PRE-SOLICITATION/SYNOPSIS NOTICE AND NOT THE ACTUAL SOLICIATION. Construction Management Services STATEMENT OF WORK Construction Management Services VBA Finance Center, Hines, IL BACKGROUND The Department of Veterans Affairs is seeking a contractor to provide construction management services in support of a future construction project which entails the demolition and renovation of office space at the Veterans Benefit Administration (VBA) Finance Center (FC) located in Hines IL. The space to be renovated is approximately 7,924 square feet. This includes 7,325 square feet of existing office space and 599 square feet of an existing shared break room. Specific Requirements Location of Work The work will be performed at the VBA FC location at building 215 at 1st Avenue North 22nd street Hines, IL. 60141. Period of Performance: The period of performance is 180 calendar days from the date of award. SCOPE OF WORK Purpose The purpose of this SOW is to obtain Construction Management Services (CMS) necessary to complete the item(s) listed below: a. Provide supervision and Project Management responsibilities for construction contact. Requirements Management of the future construction project: Offerors shall provide a Project Management Plan including project oversight/supervision and communication strategies. The Project Construction Manager is expected to coordinate with the General Contractor (GC) throughout the project. The Project Construction Manager shall conduct ongoing construction risk assessment based on project development observations and report issues so the Government may mitigate such risks. See section 3.1 (Contractor Personnel) below. Site Visit: Offerors are encouraged to visit the site prior to proposal submittal. All offerors shall report to the respective building on site. The site visit shall be for the purpose of observing first-hand any conditions relevant to the completion of this contract. No consideration will be given to claims based on a lack of knowledge of the existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. The site address is: 1st Avenue North 22nd street Building 215 Hines, IL. 60141 The station point of contact is Carla Ordonez (708) 483-5626, who shall act as intermediator between the agency s Engineering department and the contractor to provide any information concerning this work. Following award, the Contractor shall coordinate, and conduct site visit of the Veterans Benefit Administration (VBA) Finance Center (FC) located in Hines IL and provide Construction Management Services which include a clearly defined approach to best meet the requirements of the construction project. Construction Risk Areas When managing the construction project, the Contractor shall assess construction risk areas based on ongoing developments so the Government may mitigate any risks during the construction activities. Deliverables Contractor shall collect or prepare project management reports and documents to the Government on the schedule developed by the Project Control Team. The reports and documentation will include the following. Project Management Plan including oversight/supervision and communication strategies. Progress update report. Others to be determine by the contractor and Project Control Team. General Requirements Contractor Personnel The Construction Manager (CM) Contractor is designated as Key Personnel in accordance with Item 3.2 below. CM shall be a single point of contact for all project management activities. The individual designated as CM shall be equivalent in seniority to any other personnel assigned by the Contractor for this work effort. CM shall be available to the Project Control Team by telephone between the hours of 7:00am through 4:30pm, Monday through Friday, except for federal holidays. Reponses to request for discussion or resolution of management problems will be within one (1) business day of notification. The Project Control Team consists of: Peter Burrowes, Project Manager (peter.burrowes@va.gov) Vanya LaMothe, Project Coordinator (Vanya.LaMothe@va.gov) Carla Ordonez, Project Coordinator (Carla.ordonezescobar@va.gov) During the absence of the CM, only one (1) alternate shall have full authority to act for the contractor on all matters relating to work performed under this contract. Key Personnel Before replacing any individual designated as Key by the Government, the Contractor shall notify the Contracting Officer no less than five calendar days in advance, submit written justification for replacement, and provide the name and qualifications of any proposed substitute(s). All proposed substitutes shall possess qualifications equal to or superior to those of the Key person being replaced. The Contractor shall not replace Key Contractor personnel without acknowledgment from the Contracting Officer. The Government may designate additional Contractor personnel as Key at the time of award. Pre-Performance Conference The Contractor shall attend a pre-performance conference with the Government. The purpose of the Pre- Performance Conference, which will be chaired by the Contracting Officer, is to discuss contracting objectives of this task order and review/clarify the Construction Management requirements of the project. Progress Meetings The contractor shall submit a schedule for a regular project update meeting and be available to meet with the Project Control Team on request to present deliverables, discuss progress, exchange information, and resolve emergent construction management problems and/or issues. Travel Requirements Travel expenses (hotel, per diem, parking, etc.) will not be authorized. Photography Any photos taken by the contractor shall not include the Veteran or any occupants of the Veterans Benefit Administration Finance Center. Photographs shall not include any information that could be considered Personally Identifiable Information (PII) including license plates, addresses, names, telephone numbers or other information that might identify a Veteran or any occupants at the Veterans Benefit Administration Finance Center. Security Requirements The contractor shall ensure that all personnel (including subcontractors) assigned to perform work associated with the tasks described in this SOW have been screened through standard employment background checks. The contractor shall provide proof of these screenings upon request by the Contracting Officer. All contractor personnel must be will be issuing a Flash or Non-PIV card (for contractors) to enter the building without escort. COVID Requirements On 29 July 2021, the Office of Management and Budget, Safer Federal WorkforceTask Force COVID-19 Workplace Safety issued Agency Model Safety Principles for Federal employees and contractors. Bottom line - All individuals entering Federal facilities or other Federal controlled indoor worksite(s) must adhere to these updated safety principles. For personnel working onsite in a VA facility, VA protocols and guidance require compliance with the following: Each individual attest that they are fully vaccinated by signing this attestation form and presenting it when asked at all VA facilities, or Show negative COVID-19 test results dated within three days prior to desiredentry date for all unvaccinated personnel or onsite personnel who decline to provide their vaccination status, and All personnel wear masks inside all VA facilities in accordance with CDC andlocal guidelines. 3.2.3 More details will be provided from your Contracting Officer or Contracting Officer Representative.
