DESCRIPTION: THIS IS A REQUEST FOR INFORMATION ONLY. This source sought notice is issued solely for informational, market research, and planning purposes. It does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), Request for Proposal, or a promise to issue a subsequent RFQ/IFB/RFP. At this time, no solicitation document exists. Issuance of this notice does not establish any obligation on the part of the Government, and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. In addition, respondents are advised that the United States Government is under no obligation to pay for any information or administrative cost incurred in response to this notice. Respondents shall refrain from including proprietary information in response to this notice. Response to this announcement will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. Project Scope Summary: Construction firm that is capable of providing DESIGN-BUILD or DESIGN-BID-BUILD construction services to seismically upgrade and renovate eight buildings located at the New Mexico VA Healthcare System (NMVAHCS), Raymond G. Murphy Medical Center, Albuquerque, New Mexico. Seismic upgrades to each building will require extensive structural work to reinforce the columns, strengthen or brace interior and exterior walls and parapets, and provide non-structural bracing to the building components. The structural seismic upgrades and associated scope exceeds over 50% of the total affected building area and in turn classifies each of the eight buildings as a major renovation. As a major renovation, any existing code deficiencies or VA standards that are not currently met must be brought up to current standards before occupancy of the space. NAICS: The size standard for NAICS 236220, Commercial and Institutional Building Construction is $36.5M average annual receipts, which represents the largest size that a business (including its subsidiaries and affiliates) may be to remain classified as a small business for SBA and federal contracting programs. VAAR 836.204| Disclosure of the magnitude of construction projects. Between $150,000,000 and $200,000,000. Requested Information: 1. All businesses possessing the necessary experience and qualifications are encouraged to respond. HubZone or 8(a) Woman Owned Small Business Other than above categories Please provide a statement describing your firm s capability to accomplish a design-build project for the summarized project scope and capability to obtain performance and payment bonds. What successes have you had with alternative delivery methods such as Design-Build for healthcare facilities? Design must be accomplished by qualified, experienced, professional A-E multi-discipline firms. The A-E firms must be capable of design analysis, planning, development, CAD, BIM, COBIE, professional services, predesign site-assessment, design, geotechnical investigations and reports, environmental investigations, studies and reports, abatement and sampling, construction documentation, cost estimates, value engineering, post design-shop drawing review, construction phase services, and construction administration. Please provide the following information for your three most relative, recent projects: Contracting agency address and contracting officer s name, email address, and telephone number. Contract number, date, amount of award, and date of completion. Was your company the prime or a subcontractor? If performance was as a subcontractor, please provide the prime company s business name, address, email address, and telephone number, as well as the name, email address and telephone number of a specific contact person. Describe items/services provided under the contract. Please state if there were any performance issues under the resulting contract. Telephone responses will not be accepted.
