- Description
- 1. The DOL-9W Coast Guard Office, intends to solicit and award a sole source contract to Florida Fish and Wildlife Conservation Commission., 100 Eighth Avenue SE St. Petersburg, Florida 33701-5020, for data collection and update of enterprise geodatabase and cartopraphic map production. This sole source requirement meets the condition on FAR 6.302-1(b)(1)(i) and FAR 13.106-1 (b)(1)(i), only one responsible source has been identified as reasonably available to provide the service that will satisfy the USCG. Florida Fish and Wildlife Conservation Comision is the only company that can meet USCG requirement. 2. Florida Fish and Wildlife Conservation Commission shall provide the following tasks: Task 1 � Data collection and update of enterprise geodatabase - FWRI will work with USCG Sector Mobile and Area Committee members to gather the spatial data and site report narratives necessary to update the GRS maps, including the following actions: � Leverage electronic communications (email and online meeting platforms) to gather the necessary data � Provide GRS worksheets to be completed by Sector Mobile / Area Committee members � Gather ancillary data for GRS production � Update all referenced or non-referenced attributes to match current GRS database schema for each feature class layer (name, GPS coordinates, GRS map number, length of boom, etc.) � Update enterprise feature class for all GRS layers (booming strategies, collection points, environmental sensitive areas, etc.) with data and geospatial features provided by Sector Mobile � Compile derived data into existing GRS databases � Push updates from child to parent feature class to preserve historical changes � Conduct internal QA/QC and solicit approval from Sector Mobile to proceed to Task 2 Task 2 � Cartographic map production (PDF) � FWRI will use the updated data from Task 1 to create printable PDF GRS maps and associated textual site reports, including the following actions: � Refine map template for USGS Quad GRS map tiles including base map, legend and logos � Placement of georeferenced annotation on the map to include prioritized protection areas, general booming strategies, collection points, staging areas, port facilities, managed area boundaries, key biological features, and all other common GRS features � Edit and reproduce textual Oil Spill Sensitive Site Reports for priority protection sites including protection priority, geospatial information, contact information, resources at risk information, response considerations, and protection strategy information � Hyperlink sensitive sites, staging areas, and risk site reports � Draft hardcopy maps will be provided to Sector Mobile for review prior to finalization Task 3 � Hosting of Sector Mobile GRS maps and data � FWRI will make the PDF GRS maps available for download and host the GRS data that is served through various platforms such as FWRI�s Oil Spill Planning & Response Map Viewer and NOAA�s Environmental Response Management Application (ERMA), including the following actions: � Replace updated PDF maps and reports hosted online within the Sector Mobile Digital ACP � Refresh all feature services to reflect modifications to data seen online (http://ocean.floridamarine.org/arcgis/rest/services/Oil_Spill/GRS_Feature/FeatureServer) � Ensure all updates are live and operational within FWRI�s Oil Spill Planning & Response Map Viewer � Confirm with NOAA that all updated GRS data is available within ERMA � Send NOAA hard copy of all feature classes that were updated 3. This synopsis does not constitute a solicitation, however all responsible sources who believe they can meet all of the requirements may submit a capability statement that demonstrates clear and convincing evidence of capability, addressing the points identified in paragraph (2) above and provide an authorized distributor certificate. 4. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. This will be a firm fixed price contract. USCG does not intend to pay for any information provided under this notice. A determination by USCG not to compete this proposed purchase order based on this notice is solely within the discretion of USCG. 5. Any responses/proposals to this notice must be received no later than 08:00 A.M., September 27, 2021, Pacific Standard Time, via email to Jessica.p.adkisson@uscg.mil. Any firm responding to this notice should identify themselves as either small business, or other than small business.. If no responses are received, a sole source contract will be pursued with Florida Fish and Wildlife Conservation Commission.
