Description
The Department of Veterans Affairs, VA Medical Center in Albuquerque NM, VA Cooperative Studies Program Clinical Research Coordinating Center, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Polymedco, Inc. for a complete Fecal Occult Blood Testing (FOBT) Analyzer utilizing immunoassay methodology for the CSP 577 clinical research trial entitled, Colonoscopy vs. Fecal Immunochemical Testing in Reducing Mortality from Colorectal Cancer (CONFIRM). This contract is for the continuation of the supplies previously procured for the CSP 577 clinical research trial awarded via V797P-7136A VA240-16-J-0231 and V797P136A V501A10505. The contract demand is to provide a rapid, one-step rate method, single sample test apparatus for FOBT for the entire length of the studies distribution timeline, which is approximately twelve (12) years. The requirement is to utilize only a single sample for determination that can be collected by the patient. The preferred measuring principle is to utilize latex agglutination immune-turbidimetry technology. The test apparatus must be able to process at least 250 samples per hour on a continuous feed cycle. It must also provide STAT sample capability for emergency analysis. The test outcomes using this apparatus must not be influenced by dietary or medicinal restrictions. The apparatus should produce minimal waste, and when required, maintenance should be simple and easy to perform. The FOBT apparatus will use positive and negative hemoglobin controls to monitor the system. The apparatus should have FDA clearance as a diagnostic measuring device. The data output should be via a built-in thermal printer, to include an RS-232 port and a USB port. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement and who is the Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor or authorized reseller of all the items listed above, may submit a capability statement to the contracting office no later than Wednesday, September 29, 2021, 2:00 p.m., EDT.
