- Description
- This contract is to provide real estate appraisal services within the (7) states/areas. The NAICS code for this procurement is 531320 with a size standard of $8�million. This will be a firm-fixed price contract. All work to be acquired under the contract will be accomplished by the issuance of individual task orders. The overall estimated contract ceiling is $2�MIL it will be shared by all awardees and serve as the maximum value (not to exceed amount) for the entire multiple award contract group.� This contract vehicle may be utilized by both GSA Regional and Field Office personnel for Region 7.� Each contract will have a one-year base term with four (4) one-year renewal options. Services will be required under these contracts on an as-needed basis. Task orders will be prepared based on defined scopes of work for specific projects and issued as firm-fixed price tasks orders. The contract will be acquired using Source Selection Procedures as identified in FAR 15.3 with a firm-fixed price award to the offerors who provide the best value to the Government. Offerors will be evaluated based on technical merit and price proposals. For this procurement, technical evaluation factors, when combined, are significantly more important than total evaluated price. The trade-off process under the best value approach will be used. The�technical evaluation factors, in order of importance, are: 1. Past Performance, 2. Relevant Experience and Qualifications, 3. Detail Quality Control Plan, 4. Technical Approach, 5. Technical Questions.�When combined the technical factors are significantly more important than price. The Government's intent is to award up to fourteen�(14) contracts in an effort to cover seven (7) states/areas resulting from this solicitation to responsible offerors whose proposals conform to the solicitation and provide the best value to the Government based on the technical evaluation factors.�It is the Government�s intent to award one (1) or more contracts per state/area. The Government intends to award without discussion. Therefore, offerors are requested to submit their initial proposals to the Government on the most favorable terms based on technical and price factors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Additional Qualifying Criteria: The Offeror(s) firm must have a physical office location in at least one of the following States, Arkansas, Louisiana, New Mexico, Oklahoma, and Texas. The offeror(s) must provide a copy of a current Certified General Real Estate Appraiser license in the state/area of proposal. The Offeror(s) must be able to provide at least one of the two sample reports requested from a property in the state/area of proposal. The Offeror(s) must have completed, at a minimum, the following or equivalent Professional Course Education; Advanced Income Capitalization Advanced Market Analysis & Highest and Best Use Advanced Sales Comparison Approach Advanced Sales Cost Approach Advanced Concepts & Case Studies The solicitation package (offer forms, clauses, and provisions) will only be available electronically on sam.gov.
